MSPaint. That's all you need.

Paint Shop Pro.

It saves in any format that MSPaint does not save in. ;)

Real men sprite in MS Paint, tho.
I use photoshop to generate palletes, but the edit and animations are done on good ol' Paint.

I use MSPaint, though I'm seriously considering getting something that understands layers so I don't have to select, copy, paste and abuse the undo/redo function to see how things animate.

Paint dot NET. The ease of Paint, and (some) advanced features from Photoshop, like layers. It's the best of both worlds.

All I use is zoom, eyedropper, pencil, select, and SOMETIMES fill and free select, if I'm feeling fancy. Trying to use more advanced graphics programs in the past has brought me out in hives. I'll give it a shot (again?) though, because layers would save me so much time.

Transparency would be nice too.

I tried Paint.NET. I want to punch it in the face repeatedly.

Paint because it's intuitive, but Graphics Gale because it's resourceful, and has some great tools that save time from Paint (zoom, 1 click color picker, custom keyboard shortcuts)

my sprites are heavy on layers and palettes as well as animation so I use gfx gale too, I have heard good things about ASe but it does not seem to be superior enough to gale to bother learning it.

MS Paint. I'm not so used to sprite in GraphicsGale, Paint.net, GIMP, and other photoshop programs. But for animation, I use Jasc Animation Shop 3. I don't want to be mean like this, but honestly, Paint.net fucks me up for not using transparency from a background color as Paint. I copy an image and paste to another image, the background color covers the sprite and it looks like it's overlaying an image. This is why I stick to MS Paint.

Photoshop: No, it's not necessary, but it's been used for almost all of my graphical needs and have never had any real issues with it.

Ideally though, you should use something very simple and not bogged down with a lot of useless (in spriting) tools.

I'm not sure about the rest of you, but when I make a new animation in paint, I lay out about 10 to 20 images. I usually add in the effects to see how things will look. I have had color loss in Paint. Only when I do BIG jobs. One or Two sprite edits, Paint works perfect. Over the years Paint has lost a lot of it's ease of use.
