There's a Felicia out there that does it, I know because it's listed for optional standards on Shakedream.
It's a custom state, and the way it works is either I add an exception that uses an unreliable, kinda hackish way of finding the state to change to by checking if animations exist. If you implement a buffering system based on Vans's, I don't need to do anything because that will take care of attacking as soon as you regain control. That's the main reason I started to implement this. IMO everyone should switch to a buffering system like Vans's anyway because it makes a lot of things possible, plus it makes things feel more natural. For details on how the animation standard is implemented, read here. All you have to do is plug in the x and y pos where marked.

Okay so... I accidentally found THAT particular shin Akuma X in my mugen character collection archive on my HD. It's amazing what you can find if you backtrack to the original character name & author. XPAlso, Dio Guile, LOL XD

He isn't really that great thoughAlso the author should have gone with Polnareff's head instead of Guile's to make Stroheim's sprites stand out IMO
