A good conversion of a great looking unused stage from SOR3 edited by me

CHANGELIST:
-Clouds now move
-Biker animations modified to make them as close as they were in SOR3
-Third biker shadow fixed

I mentioned it in the original stage thread... The bikers are very small compared to normal sized chars.

In 1.1, you could use the scalestart to resize. However in 1.0 you have to do it manually. Most sprite editor aint that great for resizing resulting in either filtered looking or crappy sprites, which was our reason to left them as is.

scalestart sounds useful but I don't use 1.1 anymore so I'm going to leave them for now
