This is AMAZING work!
but one thing, some of the sounds are way too loud? I can fix it myself I assume, but is it intentional?

In her "palettes" folder you'll see a "template.act" file along with its PNG. I'm curious to see what others do to her. I have a few more im about to finish as well :).

Also I made 2 Pals for Krillin, shown below.

Yeah, the template PNG is in 18's palettes folder. Also, thank you again for your compliments on my palette, it means a lot. As far as the ACT files, I didn't post them with the palettes since the PNGs were color indexed, but I did put them all in a RAR file for you: http://www.mediafire.com/file/leze4ol3yoeobn2/Project.13%2527s_18_Palettes.rar/file

I use Fighter Factory 3, myself with the Advanced Palette Editor. Taking the Template PNG and just working on it from scratch on that. Keeps the template color indexed too so there's no worry about that. Unfortunately, your Rogue palette isn't indexed so I can't use it, which is such a damn shame cause it's genuinely so solid. I am copping that Team Rocket palette though, it's so slick.

As far as converting the PNGs into ACT files themselves, it's pretty simple on FF3: Just click on "Save current palette to a new file" while in the Advanced Palette Editor, which is represented by the floppy disk with the pencil on it, name your palette whatever it's meant to represent, and that's it. For some reason, I've noticed the colors on PNGs are loaded upside down in the Advanced Palette Editor, so make sure you flip them around if you need to. Best way to do that is by clicking "Invert all colors of the palette" also in the APE, which has the icon represented by the red, orange and yellow spheres and the arrows circling them. Happy Paletting!

If you use photoshop, it's as easy as opening the png, go to the palette editor and save the palette as an ACT file

Two issues I found in Krillin.

- His forward throw will whiff on certain characters since they can get up from liedown before being hit, particularly those who have short liedown times, have a very low down bounce or a combination of both.
- Destructo Disk can 100% chip kill if a tall enough character directly behind him is guarding while he is holding the projectile in his hand. Hard to replicate, but it's happened a few times.
