I wonder if I could direct you to Rakurai's Yukina Himeragi since she's pretty close to a source accurate DBFC character in MUGEN. Also, Yu-Toharu's Kirino Kousaka is also a good character to study for making DBFC mechanics work in MUGEN. Those two characters are probably the best choices for referencing atm.

you are right the original game have 3D functions but if I just photoshop the screenshot the qulity will be bad. some of the fx is kinda transparent. I can't remove the background.

now the pallets are more than 26 and I can't make it selectable in the ingame menu. since it is used to select support characters
So now the design is if you hold down or hold back by enter the game you can access other pallets and based on the pallet number your boosted blaster type will be decided for power up or cancel or escape.
