Praise the Mugen Gods. It has finally happened.
Another update after some more extensive play-testing:
-I just realized all of his specials and supers are using the normal guard spark and not the special one.
-Flying Barcelona Special has no swing sound when using the punch buttons.
-Rolling Izuna Drop has no strong ground shockwave and sound when Vega slams the opponent to the floor (Like the throws).
-I personally think the forward MK would sound better with a medium kick hit sound than a light one.
-Stardust Drop and Cresent Line have no swing sounds when the opponent is thrown.
-Rainbow Suplex is missing a landing effect after Vega touches the ground (Forgot about this one).

hmm.... this reminds me of a post years ago, i'm sure people like the non-permanent version compared to this.
If you would have seen previous posts you would understand the complications in achieving the non permanent version. It's the reason a lotta people didn't finish.
1. Seems to lack the slash sound during the normal Intro.
2. Scarlet Terror and Mirage make punch sounds, also the Mirage seems very off in terms of hits.
3. Red Impact is sorta lacking imo, maybe add a better slash sound or add the Rose effect from SVC Chaos.
Man.. I've been waiting on a great release on this char for years! Good deal bro. You actually pulled it off! I'll DL when the next update is ready!
Dude im so glad somebody else finally made him. I was gonna do the same thing with the mask and claw. Anyway, I cant wait to try him out after work. Thanks again dude
Quick feedback on Vega:
-Regular super jump (Left and right is fine) has the normal jump sound.
-Piece of Mercury and Cosmic Hell doesn't have a landing effect when he touch the ground.
-Standing HK has a heavy punch hit sound instead of a heavy kick one.
-Bloody High Claw plays the level 2 super sound instead of the level 3.
More if I find anything else.

Oh her Skill Sealing doesn't work correctly, it's supposed to prevent the enemy from using specials altogether, not make them not do damage. Referencing Vans' version for example.
P.S.: Counters aren't affected by this Seal for example: BahamianKing's Feilong's Level 3.
Also in this state, P2 guards no matter what when he/she is in guard distance.
Once again, this is the perfect release!
Dampir + you coding skills and taste for unconverted characters makes the best results!

The timing on the San Shingi no San is kinda off, the Reigi no Ishizue bit should come last.
Also the small port is a bit goofy in its current state.
nice to see her done....will wait patiently for the updates....not my thread...i am making a thing or two for mugen, very slowly...you will know at some point..

Updated, small bugs fixeds...Character is not updated, I downloaded the older version of him. The file is back from 2017-04-11.
Thanks for the updates, Falcon Rapper. K9999 needed a long overdue update as he had a bug where his basic hitsparks will change color on whatever he did and will stay there. It was noticeable by the AI and it was very abused with that normal drill attack. Tested the update and he no longer has the issue.
Also, he doesn't seem to have the "FDR EASY CONFIGURATION" which your Neo Chun Li has. Guess that means you don't plan to add that in your existing characters.

he floats away whenever you press/hold back/forward+any 2 attack button at the same time while in the air.
and doesn't k9999's force field super can hit you while you're down? i remember doing it. haven't played the original 02 game for a long time so i could be wrong.
I was going to give my feedback yesterday but I do not have much to talk about, because compared to the previous version, this K9999 is much better. I saw you did a resize on the sprites, the drive as well. The sprite of the walk, you edited it lightly, did not you? It was very interesting.
Before, the K9999 was very fast, made combos that took a lot of advantage over the other chars. I think that's cool, but, I think before it was "too much" in many ways, even in the color palette. Apparently they were getting more vibrant colors because of the old resize setting that you had put in the sprites. It's not good comparated by other chars. I was a bit forced. But now Is good, I liked!
Now the movement is balanced, as is the execution of the Specials and Supers as well. Great work, my friend, congratulations and thanks for the quote to me, you know that whenever you need I will be here.

Glad to see you updated this guy. Hopefully the others you've done get the same treatment in the future as well. Sadly I won't play with him for sometime (without PC right now), but when I have a comp back, I'm snagging this guy then ^..^
3 things:
1. Gakki Dommo! should probably get a projectile sound, same with the Temee mo oucchimae!
2. Tikara ga... Katte ni... Uwaaaa! doesn't deserve the Level 3 status as much as the Kore wa maru de!
