Cool stuff! Great job on the animations, too. Some frames need a bit of work because they're not exactly on-model, but it's better to finish the characters first and add touch-ups later.
The only thing I'm not sold on is the use of standard voices. The clash too much with the graphical style as well as the Neo Geo pocket-styled BGM's. I know it's a bit cliched, but have you tried raising the pitch to make it sound more squeaky? (kinda like after inhaling helium).
Awesome work overall. Glad someone loves the NGP style as much (or even more) than I do.
