Of course.  Theoretically, anything like that is possible in Mugen.

As for being done well, yes that is possible too given your understanding of the game you want to emulate is solid.  For example, Warusaki3's CVS2 Jill Valentine raised the bar for this kind of thing.

Of course, and you as spriter, know that, Madre.

The only problem is, not all spriters are ready for working on a FULL character, or making ALL the animations, or EVERY sprite. You can see in this subforum how Kairi from SF EX, or any capcom character could go into SNK, or vice versa. Or for exemple, look at my avatar: it's converted from SF2 style into CvS(+). I'm working on the full animation for a full character. It will take time and all, but it's something I WANT to do.

So, points to take as more important:
- Imagination
- Will (voluntad)
- TIME!!
- Dedication
- MSPaint :P!
- Patience

If you're decided in making someone, just follow these. And remember: if no one does, ONLY you can do it by yourself.

all styles are about a defined type of color, image size, proportion, shading, light source and animation. there are characters that should be harder to convert to another style due to lack of reference of something similar (weird looking characters like pyron) but it should be possible.

if its not 2D you can turn it into it, and if its too big you go resizing it, you just need a quadruple core computer, so that it won't bug when resizing it

Making a char like this (changing the style) is very difficult. Even Eric was so hard to make (and he's more a headswap than an original char) and I received help editing him (JeffPR, an old friend of mine and co-creator of Eric) since making him alone... well, probably you still waiting for him without his help
