I can't really see what's wrong with the left viewer fingers other than how the outlines separating the fingers apart, didn't he always have big hands tho? I think you should take a good look over shigen sprites actually. http://www.fightersgeneration.com/characters3/shigen-a.htmlyour hair looks strange and the face looks huge ompared to the rest of the head. lines are a bit odd on the arms as well. Sometimes something simpler looks better even if you are breaking down the original design to a more coherent one for sprites.

One of the great things about the humanoid Dragon Ball characters is that most of their faces look very similar. I recommend imitating the shading to Piccolo's forward walking sprite. He is standing up right like your Broli. The thing is Z2 style has changed a bit since this sprite was made.
Yo I like a lot of things, mostly the body proportions, and his torso looks badass (he could probably stand to lose that 'extra' line on his biceps).-The skirt is too long, both the part you colored in and the uncolored flap need to be only half that lenght, a google image search would tell you that. -Also the hair, as pointed out, is way too short and the pieces are too short and too thin. This small hair makes him look very 'american' styled.-Oh and yes the face has some problems. The ear is way too tiny. The nose might actually be a passable size, but you shouldn't draw the nostril holes.-His hand on his left (viewer's right) has his thumb covering the knuckle of the finger next to it, that's not really how you make a fist, the thumb should be past the knuckle (well sorry not really 'knuckle', but the finger joint in the middle).-The expression of his mouth also comes off as too 'american' imo. Concidering the size, I think you can stand to make the gem/bubble/circle on his belt to be a little big larger.That are the off-looking things, again, overall I think you really have something cool going, hope you can improve on it!
