So, in all these years I've messed around with images, I've never actually figured out how people do this fine outline black edges effect around a sprite or model or object...

I used to invert the object in a selection, then expand it by a 3-5 pixels depending on the object. Then fill it with black.

This in theory works, but seems to produce a quite not so smooth black outline.

In a lot of people's signatures it can be seen especially in MMOs. Unfortunately the example I had wanted to show, the link don't work no more :(

But the best way to describe it is that it looks like cel shading. Is there a filter for such purposes, or is it all a manual jobby?

If you are using Photoshop, just select your object (with whatever method you use: magic wand, color range, paths, masks...). Once your object is selected (the dashed line will be around the object's edge) just select Edit->Stroke
