Punisher Warzone:
S Tier:
Punisher: Best zoning in the game allows him to shit all over pretty much everyone else. Excellent normals, footsies and mixup potential. Has some decent air normals unlike 90 percent of the cast. His supers are good except for that headshot one which seems sort of impractical but still a cool idea. Racks up damage fast. Good mobility- forward roll is good for pressure and setting up tick throws. Kinda plays like a poverty SF2 character.
Haggar: Thanks to much of the cast having shitty normals, Haggar excels as a pure grappler. Able to get in free in almost every matchup below him (Cody and Blaze can keep him honest with some work, though.) Damaging specials and normals perfect for pressure. Easy confirms and is noticeably fast. On top of this he has a whopping 3 assist calls. Both of his meterless assists cover a lot of space and allow him to set up grabs freely. His meter assist move is risky as it plays out the whole animation, but can be combo'd into for good damage. Plays the closest to a quality fighting game character in the cast, and has way too many tools relative to the rest of the roster.
A Tier:
Cody: Its really funny how much Cody has in comparison to the much of the rest of the cast. Easiest hit confirms and combos in the game, good damage. All of his specials and supers actually have usable niches. Good footsies but also has rushdown potential due to high mobility, easy confirms and strong pressure. Lacks decent air kicks but has good punches in air. Like Blaze and Haggar, his assist makes it easy to set up unblockable sweeps and other extremely safe situations. Good zoning when neccesary.
Blaze: Only reason Blaze is inferior to the Final Fight guys is she lacks variety thanks to less animations. Has good specials with good utility and solid mixup potential. Less combability than Cody and Haggar but makes up for it in other areas. Max charge is easy to predict, but gives her some of the best pressure and mixup oppurtunities in the game as she can move during the assist, allowing her to go for potentially unblockable setups with her sweep. Max Beatdown allows her similar pressure, but its less easy to capitalize on.
B Tier:
Ninja: Has good pokes and some janky combos. Better mobility than everyone below him. Some of the better air potential in the game. Has a somewhat useful super that keeps Blob and Musashi at bay. His assist doesn't guarantee as much space control as those above him (particularly Blaze,) yet gives him some much needed pressure and room to approach.Uses Q's voice which owns.
Blob: Slower than Musashi yet way better as he his HP allows him to get in sort of like Gief with green hands or the headbutt. Damaging befitting of his big body and some interesting tools, but pitifully bad pokes. Surprisingly, he has comboability. More suprisingingly, he has zoning with his assist call. This is including what appears to be one of the most damaging AOE hypers in the game with d,f + lp + lk. His regular assist call is one of the better projectiles in the game as it covers a lot of space. Like in the case of Musashi, I find this somewhat conflicts with his kit, but it works in his favor. Completely useless in the air, if you are jumping a lot as Blob you are asking to lose. Sadly, he doesnt have any options against Punisher or Cody, and loses very easily to Haggar and Blaze.
C Tier:
Poacher Joe: Essentially a worse Punisher, with way worse normals and slower and more predictable zoning. His Punk assist call allows him to create some interesting zoning but otherwise he falls flat. His light and medium punches and kicks are exactly the same essentially making him a 4 button character. Has a charge move that allows him to create some guessing games on crouch or on either side's wakeup. Standing heavy kick is a good poke. Has the impractical headshot super as well. Extremely looooooooong startup on his air HK makes it super impractical to use. Has some ok air normals otherwise, a couple better in some situations than Punishers. No real comboability, and no good mixups. Gets wrecked by Blob if he gets in, especially if you cannot predict his assist calls.
D Tier:
Musashi - Slow, terrible mobility (especially with no forward dash). Has very mediocre zoning with his assist calls to make up for lack of mobility but cannot get in himself. DP special gives him some zoning but has long recovery making it easy to punish. Pokes would be decent cause of his sword range but everyone else is just better (except Blob in some cases) and he lacks animations. Has ok damage. Slow and clunky in the air. Has one terribly predictable super, and another decent one to give him some breathing room. Despite that, it conflicts with his overall design and kit as a slow bruiser, meaning he can be a jack of two trades but master of none. Nonexistent okizeme due to no easy means of hard knockdown (notably no sweep.) Lacks reliable comboability. Firmly believe he is the worst character in the game.
I also noted that I think assist calls should cost meter as they cover for the weaknesses of the characters too well, and make the already super good characters even better.
Looking back I'd have maybe put Cody in S and bump Blob up.
