IKEMEN is Running really slowly on my cpu. Is it hi-res? No CFG? Can't seem to find a why to make it run smoother. Whats this new Shade thing? Does it have anything to do with why the IKEMEN is running slow? Are the buttons defaulted and I must RE-input them? Do I even have the "UP 2 DATE" version? *Headache*

As far as lag goes.. It's really up to your GPU. This version has openGL, but again not everyone has that. Most of everything is low-res, IKEMEN enhances it. The reshade doesn't effect performance & is optional/toggle-able . Some stages are HD though & your CPU will bottleneck if it can't handle it.
