any stores or websites that sell modded retro console's?

I'm looking for a modded Sega Saturn, region free and can play backups.
Anybody know of any sellers, or how hard It would be to do the mods myself?

I have some soldering experience but its mostly making stained glass windows lol
and 1 cable that came lose on my old fight stick.
