Looks great. For the style - a suggestion would be to not have the ability to jump around too much but be able to walk through fireballs to show true power (i've seen a ghost/phantom ryu do this). Maybe have the stage shake with each step which i've seen before with juggernaut. Like serious power with massive mallet attacks (like the movie) that knock the opponent across the screen which would look great in 1.1 long zoom stages.

I've already have the stage shake with each step ^^

im thinking use attacks from games like LOTR the battle for middle earth 2.. sauron in this game use meteor attack

other attacks im going to put is invisiblity, summoning nazul ,summoning ork and goblin and many attacks of fire.. = pp

and intros im thinking in Melkor talk, Fighting men and elf,... and sauron eye ^^

Also drop the strikers. It is just a cheap way of making moves when out of ideas.

That's EXTREMELY subjective.  Plenty of properly designed characters in fighting games have moves that are just calling in assists.  See Captain Commando, Frank West, Orie.

Two things I've noticed.

1. Your animations are not fluid at all. I'd definitely consider adding more frames because as it is now, many limb movements seem to jerk a bit.
2. Your goblin helpers sprites clash hard. I see slightly edited Samurai Shodown sprites (from multiple games in that series) mixed with sprites from very different sources.

goblin 2 - samurai showdow (This helper im going give up)
ork 1 - goblin bastard
ork 2 - panhcus golden axe
troll - kongou  red earth
nozgul - mandarim

Depends on whether they make sense or not. In this case they don't, Sauron is an all-powerful evil overlord, definitely not one who would rely on this kind of thing.

Again depends. If he was to make an hyper where he calls upon a horde of them that would make sense. Now just calling lone goblins to attack the opponent when he could be attacking them himself with his powers wouldn't.

Melkor or Morgoth the First Dark Lord And Dark Lord Sauron

I do not know the image of melkor .. but by wikipedia I know that uses hammer and has a armor owner that the sauron copied and this is the result of the drawing .. I hope you like it
