Optional anims are catered for in the common1.cns already so no special coding is required. If your opponent wishes to use them in a custom state he can do so while knowing exactly what he is going to get. He can also check for them and if the game finds they're not there, use something else. It is much harder to do this with utterly made up animations.

Sadly the community standards on this are haphazard and not 100% followed. About the only one that is is the fall to knees guard break death because warusaki stuck it in all his stuff which gave enough of a compatibility bubble for everyone to hold to it.
