You need to look the values that character have in the .cns file xscale and yscale. In low res chars this values are 1,1 but in hd it's variable 0.5,0.5 , 0.33,0.33 then you need to modify the portraitscale. For this thing you need to divide 1 with the .cns value. Then if .cns are 0.5,0.5 portraitscale it 2,2. I hope you understand and forgive my english.
I've used localcoord to resize my characters and stages to desired results. The portraitscale = 1 option works well for low-res, classic MUGEN characters as shown below. https://bashify.io/i/mz4K6N

By seeing the video, i'm not sure if the MUGEN time is affected by the lag of the stage, but Bang goes back to the default 0 state before the calculated time i set for his astral, that's a weird case. I'll try to fix him tomorrow, it will be a bit hard to try to fix a bug that i actually can't experience it but we'll see.
Bang's Astral Heat doesn't work properly for me. At the point where the opponent is shown, it just cuts back to regular gameplay and the opponent remains in place, softlockign the match.
Is this in MUGEN or IKEMEN? i tried in the two engines and works properly for me, also if possible can you send a video of the issue?

This is the Fight Club Mugen Screenpack in its 3.0 version. This screenpack has a modern look, with options for 24, 60, 170, 375, 608, and 1,815 slots.
I have redone the fight.def file step by step and the error was in the round section and in the start.waittime = it originally had the value 0, I have changed it to 30 which is the default and it now works well! I have no idea why but... works!

Maybe it's too soon but ...are you planning to add guests? I'm referring to Arthur and Red Arremer (from Ghosts 'n Goblins) who I believe share universe with Darkstalkers. And Rubi Heart and Amimgo (from MvC2) who were rumored to be scrapped sketches from also Darkstalkers concept game.
