If you mean 8 maidens as in Iori's super move, it's based on how 8 maidens were offered in sacrifice to Yamata no Orochi, the 8 headed giant snake. 7 had been sacrificed, the princess Kushinada was supposed to be the 8th, and Susanoo came along, asked the princess Kushinada in marriage, and slew Orochi by getting him drunk with 8 wine cups then beheading his 8 heads, finding inside him the sword of clustering clouds (ame no murakumo no tsurugi) which was later renamed as grass-cutting sword (Kusanagi no tsurugi).

24, 64 maidens ? What ? No. Makes no sense.
