I'm not exactly sure what the problem is. I've tried and tried. I've tried adjusting the values of damage to see if it was being scaled some how. It's not. I've adjusted the trigger, that's not it. I think it has to be something small but I can't see it.
If its not something else interfering. Delete the statedef completely. Put it into word or something then pull it back elsewhere in the file.
Like most of my crazy problems I used state 200 to solve this problem. I copied the hitdef to state 200. I got the same results. No damage but chip block was there. So I commented out the bottom half of the hitdef and I got both damages but no hit reaction. So obviously the problem was the lower half. LOOOONG story short.ground.type = Tripfixed the hitdef. I guess if someone wants these same results you could not use trip. But obviously you could just put 0 for the damage... so....
