check your system.def file and make sure localcoord is set to 640,480. otherwise, i'uno

I'm Using Gui's edited Hatabow's SFZ3 screenpack. The system.def doesn't have the set local cords.

Then check mugen.cfg to make sure you're running THAT at 480.

You're using a 320x240 screenpack, these will not fit your screenpack unless you personally edit the scale numbers in the fight.def
Messing with the localcoords or mugen.cfg at this point will just cause visual issues with the screenpack itself.
