Are Tekken, Soul Calibur set in one universe?  Why is Yoshimitsu in Soul Calibur then?  Is Samurai Shodown and Soul Calibur set in one universe?  Why is Haohmaru in Soul Calibur VI?  Does Street Fighter and Tekken share one universe?  Ahy is AKuma in Tekken 7?

Unfortunately, none of it is "canon". They are simply in each other's games because the characters are popular, and the developers knew fans wanted to see more of the characters.

So, no, they aren't in the same universes. Just "suspension of disbelief".

Do each of the Soul Calibur characters have 10 hit combos like Tekken?  If not, what is the maximum number hit combos for characters in Soul Calibur on average?

Those were a dropped concept since Soul Edge so sorry to say, they haven't existed in the Soul series for over twenty years.
And there's no real "maximum hit number". On average you'd be lucky to even land 8 to 9 hits now if only thanks to Lethal Hit, more if you include a Critical Edge.
Unless you're playing 2B in 6, big combos are just not a thing.
