He's clearly just emotional dead from the way Capcom has been treating him. Actually if you look at his sprites in MM1-MM10  and Power Fighters/Battles he has the same face 90 percent of the time if their sticking his sprites their not technically wrong.

I wonder why some people just won't accept it, Nintendo are basing it on his 8-Bit times and people are just complaining about it.

MVC's MegaMan was based on Megaman 8, where he was everything you described.

I also find it kind of strange that they're adhering so strictly to recreating the 8-bit in game sprites like this.  I mean, it's not like the perfectly blank expression is what's iconic or anything.

I'm not going to flood this post with bandwidth leeching images, but if you look at the Japanese Rockman box arts, he has a similarly somewhat stoic facial expression.  I think Capcom intentionally went with that.

They're just sticking to Megaman's 8-bit appearance, It isn't a big deal. 
I think it's cool that they're makeing him more "robotic" rather than human-like.
When Megaman 1st appeared in the new trailer, I thought it was fucking badass how his eyes sorta turned on.  :P

This has been done in Smash Bros before.  Wario in Brawl had very jerky movement animations to emphasize the strangeness of WarioWare.  If you left Sonic idle for a while, he would start tapping his foot like in the old Genesis games.

I'm not sure if I agree with that, considering every WarioWare game did has very smooth animation the majority of the time.
Most of what he does is reminiscent to how comically stiff his animation was in Wario Land 2 and 3. Wario's quirkiness was kinda always universal. Even in SM64DS he had somewhat erratic animation which is pretty funny.

I mean, it's not like the perfectly blank expression is what's iconic or anything. 
Say that to current Capcom themselves thinking anything 8-bit has to be represented in 8-bit Megaman style with the same expression for everyone. ('cept Dan)

Warioware's GBA game had 8-bit games with jerky movement, and other non retro minigames with considerably jerky movement compared to the FLUIDITY of Brawl. Don't even try to say Wario Land wasn't smooth, it was smoother than WarioWare.

I never said Wario Land wasn't smooth. I said some of the animation was comically stiff, from the tiptoe walk speed to the shoulder ram impact on certain obstacles (some make him stay as is and bounce on his feet (like in Brawl) while some will make him take his arm back a bit from the pickup frames to return to idle stance) to even how he floats up when stung/inflated where he would often stop animating altogether until he starts viciously flailing about.

Plus, I did specify 2 and 3. Having played perhaps a bit too much WL2, I remember this much. The Virtual Boy one I remember being silky smooth and 4 was... kind of a return to roots in term of quality I say. It was quite stunning.

Also, those 8-bit games are characteristic to 9-Volt. If anything, Wario's movement would be more derived from those Rhythm Heaven-esque microgames.
