As much as I'd love to see a super full roster of characters, creating well tailored characters in a fighting game takes a lot of time. Hell, didn't KOFXIII and SG characters take 6 months of development from start to finish or something and upwards of 10s of thousands of dollars each? Just because something is in 3D doesn't mean it's easier or more cost effective and certainly doesn't mean the game will be more robust with 100 characters in it. It'll just be a lot of pseudo-clones.16-20 characters with unique movesets and tactics sounds perfectly reasonable.

Super Dragon Ball Z failed for this very reason and it's what held Street Fighter V back. Most of this game's playerbase don't care about DB fighters being competitive.Also, Tomoko Hiroki wants this game to appeal to fans from all generations (DB/Z/GT/Super, etc.?) so it's reasonable to at least expect a healthy roster. Her endgame actually isn't that much different from what Daisuke Uchiyama had for Budokai (solid gameplay while maintaining the spirit of Dragon Ball).Lastly, 20-30 isn't that large. Most fighting games these days IIRC have around those numbers.
I didn't say it's ONLY for hardcore, but its made for hardcore fighting game players FIRST, DBZ fans second. there's gonna be a lot of stuff the casual fans will enjoy too including story mode and other shit sprinkled in for offline play. but they have stated, its a skill-based, balanced game first which is why they're paying attention to the online hence the online beta test period to stabilize online play.20-30 is good for a roster. even less than 20 is good enough. maybe you're one of those guys that only care about how big the roster is and not how much quality they have put in them, idk. but many people who want to play the game want one that plays good first, not about how much is crammed in there.also the budokai series is terrible as a fighting game series. its a good casual dbz franchise but it's not a good example of a serious anime fighting game franchise at all. The Jojo game by Capcom is a way better example of a great fan-servicey fighting game with a nice, balanced roster that isn't too big or small.

I'm just saying that a subset of the playerbase care very much about quantity or other gimmicks which is telling as the community wanting "DBZ stimulators" (a.k.a Tenkaichi/Raging Blast and Xenoverse) became the voice of the fandom.This ain't a super niche crowd like they usually are catering towards. Dragon Ball is by far the most mainstream anime/manga aside from Pokemon so neat little things such as "Story Mode" and "Online" that so many other fighters offer and more won't cut it. They're even getting money from Bamco to make this gameI disagree with the Budokai series being terrible fighting games but I digress.
disregarding the target demo for a moment, it took arcsys somewhere between 6 to 9 months to create one character for GG xrd; after years of rpactice they took that time down to around 3 months; now, they have a limited amount of staff, so they can only create a limited amoutn of characters, that's where the 12-16 fugure comes from; unless they BOTH hired a bunch of guys 2+ years ago AND have been working on this game since then, that's the roster size we are going to get since even if they hired new guys recently, it will take thema while to be actually useful.
