Alright here's what I have so far.  I'll do the custom ones afterwards since I need time to think up pretty customs.

Alright. Jesuszilla never gave me a satisfying answer for why he prefers the center right Tenseiranka effect. So I am forced to take... drastic measures.


If you want the penguin back you will explain, in detail, your reasoning. And don't think I'm averse to killing penguins. I've done so before.

Far left: uses a separate Chun-Li sprite put on top of the effects. I like this the best. But don't worry palette people, this won't nesseccitate a palette change or anything, it just uses the Tenseiranka effect colors.
Center left: current/old way, effects using additive transparency on top of Chun-Li's sprite
Center right: using a solid color overlay over Chun-Li sprites
Far right: how it looks in SFIII, just for reference

Third from left, you don't need to do all exactly like in SF3 in terms of effects/FX.

Oh wait, you were at MI when Chun-Li happened.

Cool palette though. Gives me some ideas for my custom ones actually.

Personally I think it's a bit too...zoomed out for lack of a better word.  Would look better if it was closer to his face IMO.
