Much more better than Alexlexus version!
-Japanese voice from SFIV
-No SGS (YEAH!!!!!!!) :sugoi:
-New sprites for hadouken and shinkuu-hadouken
-New intros (one from SFIV)
-New taunts
need:
-Remove Ashura Senkuu and add a similar move like SFIV
-Idle sprites (empty power bar) looks strange...fix it
-Focus attack needs some fixes (remove blue effect...add a black one)

So far so good, if you implement Skank88 suggestion could be better, besides SSIV can provide useful for make his fighting style different from Gouki

really happy you got rid of those annoying explods, just 2 more problems
-light punch has corner infinite juggle
-gouken freezes when you input FF or BB during his focus attack

Better than Alexlexus, by far. But still needs work.
His muscles seem to... fluctuate in his stance.
Why is Hadoken QCB instead of QCF?
If you want if to really be like SFIV, remove shoryuken. (He doesn't have it there.)
Please remove the effect from his hurricane kick... Just looks out of place.
Dial comboing?
Needs cornerpush.
Dash probably doesn't need afterimages, and it moves way too far.
Please remove his power charging. It's blinding.
Gouken doesn't have ashura warp in SFIV, if that is what you're going for.

Alright, a Gouken that isn't a complete pile of poo. That's an achievement all in itself. :sugoi:
But, unfortunately there are some GLARING problems.
-Weak hurricane kick can be be repeated over and over for easy infinite. :S
-Not sure but, weak shroyuken -> focus cancel = infinite
-Strong dragon punch -> dive kick cancel thing = infinite
And some smaller problems.
-Air medium punch hits 4 times?
-Strong Hadoken looks kind of funny.
-Shin Shroyuken is too easy too perform, takes off too much health.
-Not such a big fan of the hitsparks.
Still, this is a decent character.

Although I'm sick of seeing those sprites for every Gouken, it sure sounds like you managed to make a massive improvement.

I tsbetter than it was, thats for sure.
-CLSNs need a LOT of work.
-The super background stays on there a bit too long after his Shin Shoryuken.
-I do like how you used the "3: New Generation" Hadoken sprites.

His aerial QCB+KK super does miniscule damage.

From what I hear I doubt it.
BRI's edit had a lot more issues than the ones I'm seeing here.
I can be wrong though...

Who the hell said he is better than Alexlexus' Gouken? IT IS ALEXLEXUS' GOUKEN (old version), which BRI edited, and now it's been edited again, and he is has huge of a pile of steaming shit has ever -
- Invincibility frames up the ass.
- Retarded priority on every move.
- Can parry during his moves/special moves.
All stuff he had in the old version.
The only thing different about this version is he uses SF4 Gouken's voice and he has the SF3 fireball sprites. Everything else about him is the same piece of crap Gouken we've all put up with for the last two years.
