It's Scorpion. The only one who is associated with Hell, and there is LOT of fire in hell. Looks like Scorpions pose as well. :P
Just my two cents. The only other thing fire related could be Ermac, which the red suit and fire is usually red. But I doubt this is the case.

Chameleon is my random guess
and actually as far as I know Noob Saibot lives in the Nether realm (the MK alternative to hell) He and Scorpion are both undead. Noob Saibot is the wraith of Sub Zero the 1st and Scorpion is a specter.
