Awesome, Iori needs this kind of love, i dont really see necesary to separate the sleeves, or the part of the shirt that comes down form his coat, but go crazy if you want, I really hope you do something about Orochi Iori as well :3

An Iori Color separation without the orochi Iori color separation? What kind of loving would that be? :P
Although i do have to make a patch for an existing character, and so far no one has got my attention except Hero's Iori.
I might have to make a poll to decide.

If i can make a suggestion Hero's Iori has some separation done for it, so you could use him and save some time by not having to worry about separating his hair from his pants and some other things as they are already done.

but his shoe's are ruined, although i AM using his palettes to help me finish it quicker.

Yes, Hero shoes lacked one shade of colors but that's another story. Looking really nice so far and btw don't separate the sleeves cause the shading of CvS clothes is way different than skin so it would look terrible

but really it just takes a couple of seconds to copy and paste it with the original sprites, so i might consider it.

other than his shirt from his sleeves am i missing something else to separate? The only thing i noticed is that Iori showed his tongue somewhere around his "roll" or his dash, so I'm going to separate that.

The reason that I feel I shouldn't its 'cos I'm aiming for less popular characters that have potential but nobody would code properly (or at least P.o.t.S style or with a good original style as Rajaa or SeanAlty) such as Benimaru or Mature... and I have to finish Eliza-1 as well (and Eliza-2). But damn if I had the time my hands would be all over Iori 'cos I love to play with him :3

ah, yes i also love setting my eyes for a lot of potential characters but it's in a more distant and a lot of sprite work since they're animated characters. btw can you check/judge my Urien (who's link i posted in the first post) and teach me how to create characters?

I'm planning to make his punch-to-the-ground winpose his max super "Vesuvian Burnout", ack i don't what AFAIK means :omg:

Also his projectiles supers are screwed up, but i don't know how to fix/implement it. :oops:

also his AI is not added so that might answer your question  :mad:

-What do you mean High,Higher,Highest? I set the velset to match Gills Moonsault Knee Drop if that answers your question.

thank you, but my wip is far from complete. a lot of things are missing and need to be added, plus i'm working on Iori's CS so right now i'm handful.

A few feedback on Urien:

-Violence Drop is weird: Lowest to highest should send him into the air, and then comes down as soon as he says "Kill!'
-Ex Violence Drop should follow his opponent.
-Metallic Spears should have a electric spark when hit, same with Temporal Thunder and Aegis Reflector.
-Taunt is missing shock wave effect when he hits the ground.
-Temporal Thunder and Aegis Reflector seem to have a slow reaction time pulling it off, unlike Tyrant Slaughter.

Edit: -Ex Headbutt should have two hits and have a shock.

Overall a good start, but with improvements, it could be better.

welcome to my world, so many things to do so little time XD, I'm really glad you are experimenting with the coding areas of the chars, it takes a while to get the hang of it, and I also suck at throws its the part that takes me more time to aling and finisch properly XD, that sprites you used for Urien, where does that come from? o.o

Edit: I've never played with Urien before, but I think an Width would help with the Tyrant Charge o.o

i made them myself :P but it's just a palette apply + scale, something really easy to do with corel PSP x3/x4+ PS CS5
also took a few sprites from fido's conversion.

I would instantly kill the whole "welcome" vibe with this but i never played SFIII,  :ninja: :gonkgoi:
I'm basing it off videos, other mugen conversions, and his superior brother, Hero's & GM's Gill  ::)

LOL, then go play SF3 dammit!! one of the funny things abut Mugen its that makes you try source games to get the feeling of the char you're trying to code to make it the most accurate possible. I always try to do that and then express originality and personal signatures with EX Specials or MAX Hypers, and maybe some target combos :3

I've been using SF3 3rd Strike Online as a reference for Urien. (But I'm no pro, so I don't know about target combos and such.)

-Missing his standing lp-mp linking combo. He need that
-Standing hk should be 2 hits.
-Standing mk anim can be smoother
-When jumping fwd or back, you can't do jumping mp, hp, lk or mk
-You're using the recommended scaling settings for CvS conversion, but I think you could increase his x scale. Maybe .82. My opinion he shouldn't be that small
-You used some of his command moves as close standing moves. Not sure if this will work, considering some command moves lead to target combos.
-Violence knee drop should jump at the same height for the start of all of them. They should also not really have horizontal movement until the knee drop. Play SF3 and you'll understand what I mean(they all start the same, but different vertical velocities)

Other problems were address already. Before continuing, I highly advise(really, really advise) looking up a FAQ and go play SF3 [size=1pt]that's what I did when I started on him and it helped a lot[/size]. This will give you a feel of the char and basis to work from.

Good beta. The FX are really nice

what's been updated:


Iori Yagami:
-I finished his stance, stand to crouch, crouching stance, and his walking animation.  [size=1pt] GACK!, even with POTS simple and quick color separating method I'm still going slow at this! --;[/size]

Urien:
-mk is now a lot smoother.
-you can now attack when jumping fwd or backwards, although it's still very stiff
-violence knee drop resembles more to his original sf3 counterpart
-close standing moves have now been replaced with original commands
-Electric Sparks have been added.
-Ex headbutt updated with sparks, but i still need to add the 2nd hit
-rescaling has been applied.

You could just make the hair share colour with the tongue :P fancy colored tongues are not so common in palettes as far as I know

I think i got all of viofitz edits, i bumped into a 2-3 year old thread where he posted all his edits, but that damn photobucket/imageshack sites took them down and i couldn't get to them, so i just got what i could from anjel's Iori

Is there anyone or anyplace that has access to those sprites?

Yeah that Yoko separation has way more options for palettes then my did i'm hoping she wins to.

i'm also considering to give her High-Res Effects and make her drills have the ability to change with her palettes.

as for simon and kamina, their separations will be a la POTS: not rainbow color separated but, highly acceptable.

thanks, i didn't give balrog separate arms and legs because his personality would never make him wear anything like that.
Although Dudley is more of gentleman and he'd wear long sleeves.

that yoko separation doesn't make too much sense to me considering the bra makes it look quite unpractical as well as the arms, the legs are ok I think.

I Updated Urien, now with a decently functional temporal thunder, let me know if he has any type of bugs, all feedback and suggestions are welcome.

Why can't urien cancel out of his standing MP? But his crouching one works? Weird. Other than that, seems alright enough. Moreover, why can't anything after Cr.HP combo? He should be able to do a fair amount of juggling after that. I know this isn't 3S accurate urien but I think his juggles for the most part should be here. Why is Tyrant Punish a charge command? That messes with the flow of how it was used, mang.... I also can't go from Level 1 Tyrant punish to MAX tyrant punish. I also think level 1 should look like the MAX version, and the MAX version should add extra tackles. Standing HP should knock airbourne enemies STRAIGHT to the ground. The first hit of Crouching HP should not cause fall. Urien's Taunt should not knock down the enemy. Cr. HP also does too little damage, might wanna buff it up a bit. Beyond that, good luck, hopefully you address all these, I see potential.

Oh, yeah i found it (by lowering game speed), added posset before the targetbind problem was fixed and i forgot to take it out.

Also, did the debug problem (on the top left corner on the 2nd screenshot) appeared along with the grapple? It doesn't show up on my end.

I don't remember the monks colors looking like TMNT mooks and i think the assistant was blonde and Gill's robe were brown gonna so i'm pretty sure that's the separation

Just a small ti-bit here, I will make the palette, but I made it the default for hero's gill for the red side of skin I used God Rugal's red from his suit, and then for the blue I used Chun-Li's blue ... I think that actually compliments Gill fairly nicely ...

1- Only the ones that you wish to update. (Example: M.bison, nor Ogre doesn't glow, so it's not necessary to update them, however if you want them to glow go ahead.)

There is NO Tiger Destruction just to let everyone know. His moveset was established long ago. Check the first post of my WIP thread. And, that's not for T Genocide either. :P The 3rd is the flame fx for MAX T Raid. Simple mistake, which is fine, just clearing it up.

Meteor Strike MAX  :  312 (If meteors successfully hits 20, doesn't have safe spot.)

(Depends whether the maximum number of hits land successfully, since the meteors lands randomly, it's not as common.)

Genesis Impact LVL1  :  214

(based on hero's Gill's "Giant crash"/2qcb + k, except it doesn't end with a cyber lariat but with a psycho headbutt.)

(i'm not sure if the damage output is ok, since his transition between the ground to air is pretty quick and his super is fullscreen. but being
cheap but balanced is what makes good- ol' gill-bert an all time hated favorite villain.)

Also, i need some ideas for what his other super should be. I already added all the supers Hero implemented (except PYROCRYOKINESIS). so any thoughts?

Perhaps a super version on his knee drop could be used. He could jump up, knocking p2 up if close enough (optional), and launch towards p2's position covered in ice/fire. Or maybe a command grab super where he grabs p2 (like his choke throw), and burns/ices p2. That's all I've got for now.

1)For a level 2 attack, How about a defensive based attack where he summons 2 Kinesis balls, one fire and one ice, that Spins around Gill as a shield, blocking any projectile attack that gets thrown at it, with 6 hits, meaning 6 standard projectile hits or a 6 hit collision with the enemy, causing 200 damage total per ball, in order to take one of the balls down.
or perhaps for a level 2 attack
2) a Spiral Raging storm like attack where he does his back pose taunt holding his one hand up and you see a spiral of Fire and Ice go upwards, causing 300 total damage of multiple hits.

1)For a level 2 attack, How about a defensive based attack where he summons 2 Kinesis balls, one fire and one ice, that Spins around Gill as a shield, blocking any projectile attack that gets thrown at it, with 6 hits, meaning 6 standard projectile hits or a 6 hit collision with the enemy, causing 200 damage total per ball, in order to take one of the balls down.

2) a Spiral Raging storm like attack where he does his back pose taunt holding his one hand up and you see a spiral of Fire and Ice go upwards, causing 300 total damage of multiple hits.

1) Much like Rose's Soul Satellite, but with more hits. Sounds reasonable.
2) Not sure about this idea, because it sounds kind of like Urien's Lvl.3, unless you're thinking of Geese's Raging Storm.

I think I have an idea for a defensive mode of attack. Gill does a stance (maybe opens his arms, leaves out his guard for an open attack), when hit by the opponent, Gill grabs the opponent, breathing out a huge stream of fire/ice. Ice stuns the opponent and does minimal damage while fire does maximum damage but does not stun the enemy.

Another one, Gill impales the opponent with his fist (could be called Divine impaling fist or something like that), once the enemy is impaled, the opponent explodes, releasing out fire/ice depending on there Gill is facing.

Just giving out ideas. :beamgoi:

I have 2 FX, they both have the purpose of being used as a pillar of ice (flame is already decided/made) in a choke grab super suggested by CAN and CGU.

Only tested Gill and Vega so far, they're both really great, so I'll pitch in the weird stuff about them.

Vega
-For some reason, if he has a full bar, sometimes instead of doing an EX Psycho Crusher, he'll do his Super Psycho Crusher, where it should be B, F, B, F, 2P instead of B, F, 2P. (Apparently, hold DB, F does it for some reason.)
-Same with his regular Psycho Crusher as above, except with 1P.
-Any reason why you can't double punch with Hell Attack anymore?
-Typo in the Readme: Says his teleports are 2p, where now it's 3p.
-Also says "Wolverine by Froz" on the top
-Speaking of teleport, why is his Japanese voice from Final Bison the voice when it should be different?
-Devil Reverse should be D, U, P, not D, U, K.
-When bouncing off Head Press, and using the attack to follow, he seems to float a bit before doing the animation.
-Perhaps like one more second before he does his Psycho Punisher would be nice.
-Just an opinion, but maybe you could give Vega one more taunt where he just laughs at his opponent before returning to pose, like Ryu and Ken have different poses.)
-Also apparently, Psycho Break Smasher only hits once on Orochi Iori by Quickfist.
-Chaining his super combos would be nice.

Gill
-The minions at the top in his intro has the shadows too low.
-When he hits his opponent with his Meteor Strike, the game will lag until it's done. (Might be my computer trying to process it, so might be on my end, not sure on yours.)
-Is Genesis Impact supposed to be D, DB, B, D, DB, B, p, and not D, DB, B, D, DB, B, k?
-Lvl 1. Genesis Impact does no damage, and does not kill his opponent, when his MAX does.
-When winning with Seraphic Wing, when it states "Gill Wins", you can move Gill around before moving onto the next round.
-Gill's portrait seems to switch when he turns to his opponent (Left side will be red, and the Right will be blue, then the other way will be Left Side is blue, and the right side red), perhaps just make it share just the first palette?
-He doesn't seem to flash like Urien does when he grabs his opponent with the choke hold.

Both
-Their select portraits are the color separated ones, but an easy fix.
-Both need those nice text in their supers (Expect maybe Seraphic Wing, since it's flashy enough, I dunno.)

Edit: In CvS2, Vega has an intro against Iori, but that's entirely up to you.

I used too much remappals and the PalFX is broken within the 1.0 engine. I'll try to reduce the amount of ReMapPals SCTRLs.

You can't execute the command or is there something wrong within the super? works fine on my end.

Sorry, that was for Final Bison. I meant why is his taunt voice for his teleport voice?

Edit: I found a weird glitch when Vega Devil Reverse's an opponent, and uses Psycho Crusher, the opponent will freeze in place on the ground until hit by something low.
Also, Psycho Impact Y seems to be only EX, and I don't think the effect should be yellowed as well.

Psycho Cannon is D, DB, B, D, DB, B, p, not D, DF, F, D, DF, F, k.

And for Gill, Resurrection should allow him to use supers in the next rounds. It just gets stuck after he uses it once.

Edit of an edit: I tested out Wolverine for a bit, and I really like what you did.

-"M.Punch to M.Punch Combo" Did you mean L.Punch to M.Punch Combo? Since Wolvie does two slashes with Y anyway.
-Seems a slash sound effect could be added to one of his intros or perhaps have Wolvie talk.
-Weapon X does not make a whole a bunch of hits happen, unless that was intended. Also, the end where the opponent lands just falls straight to the ground is weird. Seems you went the root of X-Men vs Street Fighter. Perhaps make the opponent float then fall to the floor.

Gill can connect his light punches. From standing to crouching. Also in the read me the K needs to be changed to P for the Genesis Impact super. None the less thanks for letting us try your works out.

Sorry it has the right command input. I just went in to the commands files and notice you had the super Nulled. The only other thing is to add the other supers to the read me.

That's really good ; Vega and Gill are awesome :). Just some points :

- Is it normal (intentional ?) that Gill's kinesis launch fire for all the characters except your Urien's (that's ice for him) ? Edit : a simple bug,  ice/fire change in the middle of a fight
- Intentional too for the super backgrounds portraits (they are colored instead of Blurry effects ? (Vega and Gill)
- "When he hits his opponent with his Meteor Strike, the game will lag until it's done. (Might be my computer trying to process it, so might be on my end, not sure on yours.)" : Same for me (for max mode)
- Intro's against rivals are present ? Tested with POTS's Geese only for Vega.

I know you're saying "no ai" but just a "little bit" could be cool, really ;)

Gill can both throw Pyrokinesis (fire) and Cryokinesis (ice) depending on which side you are.
Urien throws Metallic Spheres (thunder).

It works on a number of characters. Try it on Vega himself or say Ryu by PotS.

How it goes is this. Do the Devil Reverse like normal. Hit your opponent, and as soon as they're down, do the Psycho Punisher quickly. Either front of behind the opponent works. If done right, Vega will just go back to normal, and the opponent will still be on the ground. You can move the opponent freely until you hit him/her with a crotch hit or Double Knee Press for some reason, since it hits the ground too, I guess.

For Vega, because people already mentioned the things for Gill.

-If you're near an opponent while Vega does the Psycho Break Smasher, Vega will move in the opposite direction a bit, and the Super spark will look out of place.
-He doesn't seem to have a Throw Escape voice when someone grabs out of his grab.
-You didn't seem to mention Psycho Banish in the readme. I feel it shouldn't have an EX, because it's fine.
-EX Psycho Impact still has his Psycho effect glowing as he does.

Edit: Punching Sidestep has Vega just keep doing his sidestep animation until he moves. You might want to look at PotS' Vega for the punch and kick.

I'm only gonna talk about Wolvie for now. Though I'd have to agree with the others who mentioned the massive slowdown going on with Gill. Especially when performing that meteor super. IDK how you coded it, but you may wanna consider some type of revamp for it. Anyway, on to Wolvie:

-"Morrigan" treatment please? I discussed this with you some time ago, if you remember

-Life value is too low. Yes, I know Wolvie has lower health in the Vs series of games. Though that's due to his high speed and outrageous combo potential(UMvC3 especially in this case). However, yours doesn't have that speed nor combo potential. He's not slow no, but not as fast as a Vs incarnate, which is fine imo. Though his combo potential is severely nerfed here. I'd go with something like 965-970.

-Moves forward on whiffed grab attempts. Also, I can't really makeout his grab anim. Perhaps you could ask someone to whip up a more comprehensive anim for it.

-P throw has the potential to cause more dmg than his MAX supers with rapid mashing:

Along with leaving the blue extended out on the first idle frame after the attacking frames, so he can trade hits and all. Also, this leaves him a -14 on block. Seems a bit excessive imo, especially now with the nerfed range. Even Haohmaru's s.HP doesn't leave him that open. Maybe something more within the -8/-10 range.

-Wolvie should regain control from Drill Claw flipping back on movecontact. Also, I think giving it otg properties would be nice.

-Please make (EX)Tornado Claw able to super cancel from(i.e into Fatal Claw)

-EX Berserker Slash doesn't give enough hit vel to p2. When performing it from like 3/4-full length on the stage, with p2 right next to you, they won't reach the wall to bounce off of.  Also, on counter hit, the "Counter!" explod is misaligned and sometimes, p2 gets hit, but doesn't get hit away or anything. They just go into a light hit anim and recovers immediately.

-Since Berserker Charge is a utility super, I don't think it needs a MAX version imo. Also, I think it's fine as is, even though it is similar to CC, it doesn't go away if he's hit and he can block during it as well. Those abilities in itself make it better than CC and worth using.

-In (U)MvC3, Wolvie turns if he goes pass p2 when performing Berserker Slash. I think it a good idea to allow you Wolvie to do the same.

-What happened to Weapon X? :confused: When I tested the beta, you had this working fine. I'll have to agree with others that you made this function very oddly currently for p2.

-I think having a distinguished atk anim at the end of EX Berserker Barrage would be more appropriate, since it knocks p2 down. Maybe something like a mini super version of the move. Or maybe use the start up anim for Berserker Charge for the final hit that knocks the away.

-I think you nerfed his speed too much for Weapon X when he runs out at p2.

-For some reason, some of his specific quotes have a \n in them.
-Hades Comet's command is D, DB, B, D, DF, F, p; and not D, DB, B, D, DB, B, p. It just does Jupiter's Deal.
-Hades Orbit acts weird when doing it again. One of the projectiles (the ice one) disappears as it was already used when it's not.
-Also those projectiles don't have any blocking sounds. Only when they hit.
-Resurrection issue seems to still be there. The one where he does not gain power into the next round until match is over. You could probably check GM's code for the answer.

I also have quotes for Vega if you want them. Mainly against the Street Fighter cast and got rid of some quotes that were repeats.

Edit: Vega's Royal Judgement seems to have some green in it. It shares it in the very last green before the shock sprites. A quick fix of that wouldn't hurt.

I'm going to assume that's intentional because of Super Psycho Break Smasher being his Max mode, even though it's his Lvl. 3 Super. Also, PotS' Vega had Psycho Break Smasher as his Lvl. 2, besides, we'd probably want his Psycho Crusher to be powerful  at the very least. I'd say leave that as it is.

Also, I think when the meteors hit an opponent with Meteor Strike, the opponent should not go so high, specifically in the Lvl. 1 version since it should combo with each other.

Edit: I kinda feel Gill's supers should do more damage. Just my honest opinion.

Agreed. Also if I remember correctly (and I have said this before), his lvl 3 Seraphic Wing attack is supposed to be POWERFUL like Near-Iinstant KO based attack with the damage done now as being the guard damage.

-Vega can move around during his special intros (Except for Shin Gouki until he teleports away from him.)
-Most of the EXs should have a bit more damage when blocked. For example, EX Double Knee Press does 14 in total when blocked, while a regular does 16 in total. The only one I've seen fine was the EX Psycho Crusher. Some of them do the same which I'm thinking is fine too.
-Holding DB, then F does Knee Press Nightmare, Psycho Break Smasher. It's a weird shortcut that shouldn't happen unless it was an easy command thing.
-I believe you forgot Win Pose 3 and 4. (He does the neck thumb thing.)

Still only focusing on Wolvie. He's getting there. Feeling a lot better and well rounded. I'm definitely liking the updates. There are still some things of concern though:

-His specials don't cause guard dmg. Possible his supers as well. Wolvie is very good at "cheesing" opponents with his multi hitting specials/supers and excellent rushdown potential. This oversight heavily hinders his offensive potential. I know it's just an oversight though and not a design choice. Just letting you know.

-All of his supers and specials that make p2 fall, should NOT allow p2 to recover. Basically all of his supers/specials leave him wide open for punishment. Just got through playing an arcade run with him and I'm honestly afraid to use any of his specials/supers because p2 just punishes me immediately after hitting them away. Especially with BBX. Sometimes I can recover fast enough from FC, but that's only if I wall bounced them or catch them in the air with it.

-Perhaps his dive kick normals should have a height restriction. I'm kinda in the "gray area" with this one though. Since I can perform his diagonal dive kick during small jumps, it's a very effective rushdown tactic from high to low. As I can land even faster due to the kick's velocity and immediately go into low attacks upon landing. P2 will most likely be stuck guarding high or get hit high, or I can just mix them up by small jumping into another dive kick. IDK though as he can do this in the Vs of games. That's why I could go either way, I just figured I'd let you know.

-I can't wall jump with him off of walls he's facing when he jumps to them. Only with walls at his back.

-Lv1 BBX can't MAX cancel into MAX FC.

-Are you going to add his air throw?

-This is apparent with all your chars: The dust fx from landing from air state "blinks". Like it's missing some frames and/or is animated wrong.

-P throw should throw p2 in the direction the player was holding when performing the grab. With this setup, the throws should always work that way. The side switching state/mechanic was implemented for that reason.

-Wolvie should regain control when he use Drill Claw against a wall and bounces off as well.

-You're missing various snds here and there. Like the claw sheethe snd during the "Rookie" win pose. Along with a few other misc ones. I assume that's just stuff you saving for last, as I myself don't worry much about that until everything else is finished. Once again, just saying just in case.

-s.HK seems to be misaligned:

Take note of the circled area. Even in the SFF/AIR these set of frames aren't align with the horizontal axis line. He's supposed to be sticking his claws in the ground, but the frames are several pixels above ground level.



Does EX Berserker Slash just resist projectiles? Or is he completely invulnerable? I'm assuming the former, which was definitely a nice perk to give it along with the wall bounce property. He's shaping up very nicely. Good job.

Minor bug on Urien, he won't do any other win poses except for the dash win.

Edit: Gill hurts himself if he grabs an opponent, and it he does the choke grab when he has Resurrection, he gets himself out if it and the opponent can't do anything.

And I'm not sure, but testing your Gill on GM's Gill in training he hurts himself slightly as well. Not sure why.

Gill is missing a few win animations, and a Turns Intro. You could have him saying "Kneel before your master!" or "I am your god!"
Also, in the previous Urien, (or the one you handed to me for testing that one glitch with projectiles), there was a folder for Urien's intro clothing labeled "Special Intro vs Gill." Will they have a special intro against each other, or was that something you planned a long time ago?

Urien seems he can combo Chariot Tackle to Metallic Sphere for some reason.
Gill's Cheap KO is not invincible, so he gets hurt when KO'd.

Ahh, gotcha.

Anyway, Gill's small portrait seems to disappear in character select and his quote "The mark of my dignity shall scar thy DNA" has been replaced by "Welcome to your death!" That's all for now. It's wrapping up nicely though.

Well, Capcom already did a tribute to Julian Bison for Chun-Li. Just take out the Tuesday part. And Froz had a Tuesday line as a regular quote I left in my constants, but a short Tuesday quote wouldn't be so bad, I guess.

-Yeah, this happend in the second round but sometimes or if you have the full power bar the life of Gill is in 1 when the second round starts.

Another Mahvel character, but it won't be released for christmas. :( I'll get into further details once these characters are out of the way.

Tested Wolverine:

- I find kinda odd that Berserker Barrage has the claw visual effects but Berserker Barrage X but thats just me.
- Fatal Claw and Fatal Claw EX do arguably the same damage, making fatal claw EX kind of a waste. Fatal Claw EX should do more damage and perhaps a couple more of hits imo.

- Fatal Claw (also EX) are always guaranteed to end up hitting all the hits they should. Like no matter if you do the move super late, it the move manages to hit at least once it will hit the entire hit count. This is wrong...

Specifying a little more, is like the move hitbox accompanies the character until the opponent take all the hits for whatever reason

EX psycho impact only works with LP and MP, but not MP and HP or LP and HP.

I would also suggest making the charge time on scissors kick and KPN more lenient.  c.LK c.LP c.LK scissors kick is pretty rough to do even by SF standards.

I believe that it has to do more with the chaining rather than the actual charge:

Regardless who he pics it will be a great release to look forward to.  Don't know if you or someone else already covered this but Vega(normal) can chain. So far I can LP into MP/MK standing or crouching.

I tested your Vega's AI.
So far he plays rather valiantly, gave me a run for my money sometimes heh. However his Final Vega AI still has some issues, mainly dealing with the AI using Ex based attacks and even using some of the normal vega's moves (normal Psycho crusher for example) from time to time, even when he is specifically made not to use either one.
Whether it is intentional or not, Just pointing it out there. If you can give it a quick look perhaps a fix can be made.
Overall, Despite the final vega bug, I give it a 9/10.

Funny you say that, I really want these two made, I already separated ghost, but nobody is interested in coding, wouldn't you be inserted in taking a break in coding street fighter chars, ghost rider is so waiting for you :)

Jeje I know it that you made the color separation of Ghost Rider my friend, maybe in a future I don't know, personally I would like to see all street fighter chars in pots style first, and maybe later Ghost Rider and Spiderman because they are on my top 10 of Marvel chars.
