Have you tried using artmoney to remove the characters blocking sprites you need?
It's a game hacking tool. You can get all the sprites but you have to make a table first; it's a bit complicated but Just No Point knows how to work with it and can explain more than me.
By the way, did you try my way of ripping the tiles with GensKMod?

Look up GSavestate. Pause the game when it's at the frame you want, make a savestate with Genecyst and load it in GSavestate. You can get the full frames with this. and Backgrounds and other stuff. Used GSavestate to finish my TMNT Tournament Fighters sheets.
