His Wheel of Fortune was  the one that was just a edit of David Bell right? Is this one a similar kind of edit somehow?

Yup it is the same creator and it play okay but some animation are kind of strange buut it is a good character also I think he made a part 5 polnareff but you need a password to extract him

about the password im still trying to find it
