In the CMD, you'll see lines that look like this:
[mcode][Command]
name = "Hadou-Ken_X"
command = ~D, DF, F, x[/mcode]

What it means is the command you need to put in to execute the move is D (Down), DF (Down-Forward), F (Forward) + X (The button you set for X) in one swift move

There's a CMD File in the Chars' folder. Right-click on it and select Edit. It'll probably open it with Notepad. Then scroll down to what appears to be "[Command]" inputs

If you see stuff like ~D, DF, F
It basically means what it means.
Try to press Down to Down-Forward to Forward and whatever button coexists with the command moderately quickly

On your keyboard, there should be a button that says Pause or Break on it. Pressing that will open the menu in Training Mode. It also acts as the Pause button in standard matches

Some "concerns of mine":
Where is the KO font and all that? Working on it?
The fact that the combo voice lasts for like....10 seconds kind of annoys me. Especially at some stages without music.
Could just be me, but I like to see the power progress up to the next level.
What else...uh...OH YEAH! Could the characters be allowed to move AFTER the "Fight!" disappears completely?

You don't have to change any of these things. They're great anyway. NICE!  :sugoi:

In the character's folder. The icon should look like a big window with a gear inside it.

I think Ogre (By Ogre, I assume you mean the cool Akuma) has like a 15 KB HTML document labeled "Skill" in the Skill folder which is also in the character's folder. So the Skill HTML Document is
Chars/Ogre/Skill/Skill.html
