You did all the installation correctly, the problem is within the screenpack. If you know how to edit the fonts then it's not that big of a deal, but I agree with Shion, getting a different screenpack is easier. You should also consider changing to WinMugen Plus, so you could use a Hi-Res screenpack with Mugen.

Make sure that the folder name and the name of the .def file are equal. For example: If your folder name is pocketshingouki the def file inside the folder should also be named as pocketshingouki.
