Stage needs to be re-centred. It is asymmetrical because |boundleft| != boundright. Setting boundleft = -190 and under [BG 1] start = -25, 240 fixes this.

The two poles are in front of the fighters and thus need a faster delta. 1.2, 1 is sufficient.
Sand gust layer should not brighten up the stage. Specifying trans = addalpha and alpha = 96, 256 does the job.

Aesthetically the trees should be split up from the source and given another delta faster than the desert bg.

I have updated this stage
I also have done everything you siad Shift except seperate the trees but i made it a higher delta so it speeds up

hmm lets see  :-\

1) single layer image that causes colour loss
colour loss is very bad on this stage and i think i know why
To reduce colour loss try breaking the image up like making the bottem one image and the top 1 image that may help or you can break it down even more  it depends

2) The Go sign is very blurry breaking the image up will help with that

3) the buildings are really faint maybe make them closer becuase the background is very boring

and there are tutorials on youtube on how to animate a stage check them out
they will help alot

The clouds are not animated correctly.  In the real game they move with velocity and not with an animation. There are two ways to do this:

Either break up the clouds into different layers and give them different velocities with the bottom ones moving faster than the others, or using parallax and giving it velocity.

The far green cliffs in the background should be split up from the red ones and given a slower delta. In case you didn't notice, they tile up in a short interval so it shouldn't be that hard to duplicate it in paint or photoshop.

The flowers on the ground are supposed to be animated too.

Shadows need better positioning. They looked too squished as it.

So, not quite there yet, but good attempt.

yeah i should have used a velocity making the clouds move sideways
and i recieved those intro sprites thankyou very much these will be perfect for fixing my stage up

Heh hill top zone was one of those zones in sonic 2 that was like really random. Good job for sharing man.
np and yeah it is a very wierd but sick sonic 2 stage lol

lol I remember that lvl!  ;P
im sure you do its a sick level on sonic 2

-still 1 image and singal layered wich mean some colour loss

-small amount of colour loss but defenetly not as much as your first and second stage
