That looks like a video downloaded from nicovideo.jp and uploaded to youtube. Usually, Japanese creators will post their progress through videos and upload it to nicovideo.jp. They'll show the basics (walking, running, intros, supers, etc) of said character to show their progress from time to time to their fellow viewers. So basically, this is a WIP video showcasing said character being created.

I do want to worn ya some of this hosted stuff like the gouf have very bad bugs on them other play well If you guys want i'll fix the gouf so it don't bug on it's AI ask me here

Bother. Well, I agree that that sucks, then.
It isn't great, but I'm not seeing any other Yu-Gi-Oh cards as characters out there, so I'll just take what I can get for now.
