Thank you for earlier resolving my dilemma over the contents of what i was hoping to find!!

But please refrain in categorizing me to be a "weeboo" i didn't even know what that meant i had to actually go on GOOGLE and then i asked my homegirl Vicky JUST TO BE SURE. And she said a Weeboo is like a wigger but their (white = mi trang person) influenced with asian stuff and TRYING TO HARD! And i'm like HELL... WELL FIRST not that it matters but still....
I'm french viet, jap, and a chink from my fathers side and then Thai WHITE PERSON from my mothers side -__- other than that. That's pretty much half of ASIA coursing through my veins! How do you call an ASIAN person a WEEBOO i laugh at this but YEAH that must of really been so PROMPTED to give you the audacity to feel succesfully good to RIP into me in the most pathetic lame way of DISRESPECT!!

 Other than that IDGAF!! And why IDGAF is because Makurayami your basically CALLING ME MORE ASIAN, i should find this RACIST but like i said I still "DO NOT GIVE A FUDGE" but if anything you could have called me a teenie bopper or something in that category so that way you can feel mighty SUPERIOR in your meaningless way to disrespect towards me since I'm assuming that is what you were going for. So after re-reading this and finished typing this as i"m sure you have read this, i hope you see that i have had an epiphany and i no longer feel confused or even DISRESPECTED!! I feel honored, i am glad you have called me ASIAN for being more ASIAN =]

WELL SSJ3 JOKER is a JOKE char, his moves will be SAIYAN like but his attacks are intended to be funny.

It's gonna take some pretty creative ideas to make a SSJ3 Joker appealing.

I thought those days were over a long time ago.

SSJ Joker is an extremely bad idea for a character, IMO.  He has no connection with Saiyans and I can't view this character seriously. 
If you're aiming to make a joke character, then you're on the right path.  Otherwise, I'd turn my attention elsewhere if I were you.

What's so interesting about Shin Lvl. 2 Female Akuma...?  The only difference is that she's a female, correct?  Why not make her Akuma's illegitimate daughter and give her a completely different moveset slightly based after Akuma?

Also, you should do away with the filtered sprites. 
IMO, you are better off making low-res sprites rather than blurry, filtered sprites.

You could use Akuma's midnight bliss, and edit from that. That way you have a proper anatomy.
