people should be pointing clearly bfore playing "i will use this char, anyone wants to fight against this char with some similarly powered one?", then is up to him to accept offers that seems reasonable.

A lot of things off with this char, but gratz on it being ur first and its fully functional with no MUGEN crashes.

Cosmetic:

The monotone alternate palettes are terrible, if u can't learn to make better ones either ask for somebody to make 1 for u or not have one at all.
The sprites ur using have been enlarged too much, try different xscale and yscale values.
The Standing animation doesnt look right, idk what game shes from but I dont like the smoothness of it.

Gameplay:

U dont need to put a changestate to change to state 52 in air attacks, use changeanim. That way u cant do anything else b4 landing after u do the move (assuming u put ctrl = 0 in the statedef).
Cat Surfer needs to change, it doesnt do damage, it moves oddly. Its better off as a projectile type hyper move if u plan on keeping those sprites.
Nyan-tanrocket is ok, I feel the attack range can be changed, but that would be my personal perspective of how the move should be done.

Errors/bugs:

Missing frames on run animations and "Super Dash"
All of the sprites of her standing are aligned wrong, move them to the left until the "middle" of her body is in the middle of the axis cursor (the plus sign looking thing)
