As to why the hair isn't black, there's a very simple reason for that -- his hair and skin share the same colors on the palette. If you make his hair black, then his skin goes black too. If there's a simple way to address that, please tell me and I'll do it. But I'm not going to cut and paste a new head onto 500 frames of animation just to make his hair black!
Well if you don't then you're really wasting your time.

The creator did a piss poor job on the palette no less, as I said before it's Fei Long nothing more.

No I didn't, I just said "shitty, they should have just made Bucky as Bucky, not the new captain America" it does not insinuate that the character itself is worthless, it just insinuates that I'm disappointed they made this version rather then the regular Bucky, had I wanted to insult the character I would have said "this character is so shitty.. etc..", but I'm sure my reason would be a lot better then it's not the version I wanted if I were to insult someones creation.
I just showed my disappointment & decided not to download, that's all.
If someone said "my knuckles character" sucked & that I should have picked someone else to make, I would simply do nothing because that's the risk you take when you release a character, negative comments with arise & it's something every MUGEN creator should have realized.

Great character, I ripped & added some English voices from the old BETA Bender I had, It works OK but I am not the greatest @ making voice packs so hopefully a real English voice pack comes out soon.
