He did and still managed to misalign the whole thing, at least according to the people who tried it.
Edit: it's not "Tomahawk". 
Hey PotS, I went about re-aligning Charlie myself based on yours, but i noticed that yours looked like he was floating during some of his anims like the Sonic Boom and the crouch.
I'm guessing this was accurate because I looked at some Charlie screenshots from SFA3 and noticed he was floating in those too.

So where exactly do I download this char from 
If this patch is like your Ryo, it isn't absolutely human. Ryo could guard directly from a dodge/roll pulled a lot of clearly broken reversals. You also made Ryo spam the Hien Kyakku which has a lot of invincibility.
