I've created an English voice patch for Richter Belmont by raigugiraru

I switched all of Richter's voice clips including those that are part of him attacking.
All other sounds were left (as in the English version of Castlevania: Symphony of Night).
I did not change the voice clips for the Maria assist as I could find no appropriate clips but the Alucard assist is English now.
The custom intro between Richter and Dracula is unchanged for the most part as these clips are primarily taken from Draculas .snd.
I do plan to give the same treatment to Raigu Giraru's other characters at some point.
Lastly I did a lot of work cutting and mixing together clips to get them to work as endings and intros so there are a few points that are a little odd, it is the best I could do with the clips I had. Many of the clips for Japanese Richter simply were not translated to English since he was only an enemy other than in Richter mode in which there was essentially no speaking.

Feedback is appreciated as well as any problems or bugs anyone notices. Thanks.

I also created a showcase video showing some of the changes

Here is the thread with the most recent (I think) Hobgoblin release:

You will need to register on the IMT boards to download him though.

Thinking about it more though I'm not sure if his style of flight actually fits a Dalek. Probably the more classic flight style like Iron Man would fit better, regular jumps then a special move to fly around for a limited amount of time.
While I was at it I grabbed a link for a magneto as well, although I think he has a flight mode I haven't actually tried him at all so no idea how good he is:

Grabs to face make me think you should do a grab special where the Dalek smashes their face like in the first Dalek episode of the new series . Although it could be the kind of grab where you have to tap the button to do a couple hits while they are grabbed.
As for the taunt/intro switch i agree, "this is not war, this is pest control" is shorter so it feels like it would fit better in a fight. The blow torch idea seems good to me as well, but I'm not sure about the laser requiring bar. As long as there is a fair amount of start up time (even just the time it would take the Dalek to say "EXTERMINATE!") allowing for time to block or interrupt it it would negate any cheapness in my opinion.

If you decide to throw a beta out I would gladly test him out for you.
Once again, good luck!

First off, Awesome idea. Glad to see someone making a Dalek. Some suggestions:
For the flight code you may want to look at some of the Marvel/DC characters (Magneto, Iron Man, War Machine, Thor, Superman just to name a few) for an idea of what the code for a flight type effect would be. In Specific I might suggest looking at Hobgoblin by Dark Talbain from the the Infinity MUGEN Team. He has a variation on flight that involves him being able to fly freely at all times until he attacks. Be careful though, first if you intend to use it ask and also I am not sure of the stability of the code for those characters.
As for the air lasers perhaps take a look at Superman by Hannibal. He can not only fly, but uses multi-directional heat vision while doing so if I recall correctly. Once again remember to ask if used and be wary of intricate code.
In regards to throws I don't know, I feel you could get away with no throw if you had a close range knock-back move of some kind like maybe an electric field. But also I could see a simple "grab" with the plunger arm that just pushes the enemy forward.
With the beams I can see what you mean about it seeming to be cheap, maybe you could change the light and medium punches to some kind of plunger attack?
For the taunt you could use "This is not war. This is pest control!".
Lastly personally I feel emergency temporal shift as a time over loss is a great idea, it just would not fit as a regular move.
I'm really looking forward to this project, good luck!
