My opinion, if they're too young to control their loud crying (baby or toddler) it's acceptable, if they got hurt and are crying, fine, if they have a disability that could lead to them being loud, fine, but other than that, they should know to be quiet.
If they're old enough to understand what "be quiet" or "shut the fuck up!" means, but don't listen: first, stop letting the TV/video games/internet raise your children and pay some damn attention to them; second, if the first is done with no improvement, beat their punk asses till they can stand at attention for at least five minutes; third, if you can't get off your lazy ass long enough to take care of your damn kid, find good parents for the kid then get a vasectomy, go on a drunken sky diving trip with some friends, and play chicken the whole way down, be a man, out last every one of them.
