You said that your next release will be the full game, and believe to me: that's the coolest thing I can think about your awesome project, it's always been made to be a truly original full game, and this is its natural development.

Anyway, about the full game: is its cast complete like it is or are you planning to make 2 (to have a 8 players roster, it's classic) or more characters or the game will have the five characters we already know plus this new one guy?
About fatalities: no, they have not much sense ala Mortal Kombat, but maybe you can turn them in Instant Kill ala Guilty Gear... it's not the best thing, I know, but they were thought to be deadly moves, and this is the only way I can think about to have them...
Here is a little scheme:
- 3 stock power bar for the activation
- basic activation (similar to the dark-force-ish thing but with different buttons obiviously)
- the bar decreases rapidly, in this relatively short time you have to do the IK, if the power bar is finished than the life bar decreases (or the activation end, the choice is yours)
- the IK should have small range and it's difficult to make it connect
- if it connects well... you won and kill your enemy in a blood-bath, if you don't you can't make it anymore for the current round
Like I've suggested in ages past, it'd be nice if you could pull off the fatalities only when P2 is near-death.
The visual indicator that the move is available would be P2's stance, since you make them look tired when low on health, or just some symbol in a corner of the screen... or whatever works for you.
and it's cool to have fatalitys in simul mode since you can kill both of your opponent with it and have a bloodbath onscreen JA! 
To me it sounds like something you should only add in your full game.thanks. I hope to make the best mugen fullgame ever.

For the rotating projectile, perhaps a pendulun nailed to his chest/body?
As for sexual moves, pelvic thrusts with a bladed spike is always nice, be it a girl or a guy.
The iron virgin could be a counter move, turning into a woman for a second, if touched, blades pop out from the breasts after a hug.
How about a move where she pops a kiss, and then a lance pops out of her mouth through the enemy face?it's good. I like it.
Hooks and skin distortion would also look good on this case, perhaps a teleport move where hooks fall from above and snag him by his face, landing him on the other side.
With a few more details the brain storming could be bigger.
Mmm.. Also, having a severed tongue, with a piercing in each half , spiked, to do the fast hits.
Btw instead of blood projectiles, a intestine projectile could work ( like scorpion, dragging the opponent at you)

It would be cool to have a torture/body modification fan char (a mixture), if you want inspiration check this out.

and lots and lots of twisting his body around in uncomfortable positions ala Zappa.
A Zappaesque character would make me very happy
For a Zappa type character I would just suggest jerky movements.
It may sound a tad morbid, but I've always wanted to make a character with a DIY Surgery type move.
It would involve the character slicing open the opponent and pulling all of their organs out.
An effective, if somewhat gruesome finish.
the projectile...hmmm...he puts some acid on his forearm, then a man-eater fly (it's his pet. it's the size of his head) comes to eat from the melted meat, then starts flying around him, and if it hits the opponent it bites him...yea, too complex
hope this is not too complexseeing how it could be a crazy thing...

Vlad.. Vampire-ish name, why not making a move where he can gain life by draining the opponents, that'll be cool for a bosslike char.

Psychotic Hammer down, shoving nails on his chest he pounds the nails into himself with a hammer, at each trust his back with the nails popping shoves into the direction of the opponent.
psycho stare, his eyes shine red for a moment, there is a blink and in a moment he is no longer there( the shining eyes remaining) and his female form is behind the opponent ready to do a followup.
-The Iron Maiden, from female form he can follow up into this move where he encapsulates the opponent into a ironmaiden, acting like a short range throw
-Bloody laughter-from female form whilst laughing he/she shoves a metal spike onto his stomach, spraying blood outwards as a projectile.
-Human bondage -throw where he twists his own body, breaking his bones as he ties the opponent down and constricts them for damage.
-Blood puppet, strings of blood, emanating from his wounded back lash out into the top of the stage, coming down onto the opponent and holding them onto place.
Bondage freak-Ties himself down onto the ground and jumps towards the opponent ,with several spikes on his body acting as the attack.
Wait, You want sexual overtones to him, or only violence overtones?


Psst, Try this for a intro, he on a military outfit with a fetishistic gas mask on his face... General Pain!

This character looks pretty interesting. Here's some ideas I came up with:
You could make him break his arm, and use the exposed bone to stab his opponent.
He could light himself on fire, and charge towards his enemy while holding a bottle of gasoline. When he gets close he breaks the bottle, and ka-blewy!
The female form could break her knee, and twirl around like a ballerina, repeatedly slashing the enemy.
I'd suggest more craziness with his mouth (like biting people), use of syringes for activating supers, and lots and lots of twisting his body around in uncomfortable positions ala Zappa.

I was just going to say that...
he holds one of his arms with the other arm, breaks his arm against his tibia, then impales his opponent with the broken bone which is still part of his arm...after he deals with the opponent, he performs a ritual which heals/gives him his arm back
stabs himself in the abdomen(stabbing the stomach in the process), then takes his stomach out, and squeezes it, squirting a stream of gastric juices/aciddoesnt look like torture.. Its more like a zombie attack, haha
an option, is that after the opponent is hit , after few seconds you can set him on fire...like Jagi in HNKthe opponent on fire or my char?
Also, taking the heart directly into the body of the opponent (à la Rasetsumaru from Samurai Shodown) could be a nice finish move or Lv2 super.i dont understand...
Since it seems to enjoy causing damage to itself, it could just cause more damage to the opponent with it's moves. One idea I can toss your way is to have various attacks that make the opponent bleed constantly, which would drain the opponent's life points for a short time. Implementing a type of counter system would be another idea, as moves that would make the opponent bleed normally would make them bleed even more as a counter attack.
