It's actually not that bad at all.

He has deltas in it, and animations. The animations include a small helicopter in the top right corner of the city and a UFO moving near the moon.

The helicopter looks very small, even if it's supposed to make it seem like it's farther away it still looks pretty weird.

Also, your star background isn't the greatest, IMO. You should consider a new one, same with your moon. You should also consider some sort of animation in the city, such as lights or something of that nature.

And Gill is right, the perspective is kind of weird. Even though the characters are supposed to seem pretty high above ground level, the buildings should be up much higher in my opinion. You should also try darkening the buildings in front, because imo they don't blend with the buildings behind them which are much darker, it also may help because they're very badly blurred. And it may just be me, but does the top of that building with text on it look completely weird? The top seems as though it doesn't fit with the rest of the building.

Also, your foreground seems very bland. You should do some more with it, maybe add some blended text, or railing, or maybe just put something as layerno 1 like railing as well, something to make it stand out a bit more. Same with the city, it should be more lively. Maybe some billboards, or something. You could also try more animations, a new star background with twinkling stars, maybe make the Ufo move to other side of the screen as well, or hover over the city more, same with the helicopter (the helicopter like I said before is weird, you should consider finding a new one.)

Keep it up, you have a lot of potential.

I'm actually impressed that it seems you actually ripped from the game itself. That's a first, I don't believe I've ever seen anything of the game other than compressed video.
