From the first and second screenshot
-the small portrait is bigger than it should be (25 x 25), it has also a lot of colour loss;
-and the hitspark is misplaced.

Anyway, I think a bit more contrast on the palette is needed on his skin, but everything else is perfect.

On the Seifer sprites without the boots in you first post, I think the left (your right) foot is small, compared to the right (your left) one.

The sprites are good, but the right (your left) eye changes shape when transforming, but maybe you did that on purpose.
And the SSJ hair could be a bit bigger...
I did some really small edits on your normal sprite and modified a bit the hair (right sprite), I hope you don't become angry:


Edit: I forgot to put SSJ hair.
