Cell junior full attack:
after summoned 7 juniors, I presses F,F, but nothing happened, why?

By the way, I think vegeta's final flash is so nice! Why don't you turn the color into blue and use that as KHH?

I don't like any of those beams tbh. and, vegeta's final flash beam, IS the beam in goku and cell.

I'm not a fan of 60-90 framed fx anims

Good doesn't mean perfect. This character's KHH is HADOUKEN doesn't mean a good KHH doesn't exist.

Are these bland looking KHHs supposed to be perfect? Cuz they are far from being perfect. They are not even close to being good.

Have you watched the anime? KHH is bland like beam with a ball-shaped head.
At least they resemble the anime and much better than your HADOUKEN and Iornman's beam.

I hope my suggestions can help your character to be more perfect:

1, for both goku and cell, it's better to replace this kamahamaha. At least they should resembles the anime.

I don't know why you abandon these good ones?

Currently, what you are using is a beam that has been used since 2005 for everywhere from iron-man to Pokemon to kyubi in naruto.
You should at least let people recognize it is a dragon ball beam.

2, I suggest you to adjust system for cell. Why?
For your cell: you used mostly LEONA's system with the addition of Blue Mary's anti move + Kyo's Kototsuki You
But don't forget Leona's system is more complete.
Baltic Launcher is same thing like Kototsuki You; X-Caliber is near-body attack which can block fire balls;
Moon Slasher can anti-air and Earring Bomb is a special  fireball. And she also has an air attack like cell.
Your cell is not that strong:
cell jr is slower than other fireballs. I mean when you rise your hand you are already punched on face
anti move sucks when I use fire balls to attack you and you will never know whether I use a low blow or a middle blow.
In addition, a lot of cell's moves need to press three buttons on the left hand which means he has slower response than others in real fight.

Your cell is fantastic in the training mode but in real fight ...
My suggestion: add solar punch to blind opponent, add an anti-air move, and fireballs that can be used when you jump in air

OK, it is a good charactor anyway...
But, in the anime, genki denma is able to "smash" the enemy before it explodes. Your genki denma explodes as soon as it touches the enemy.
In mugen, genki denma should at least force the enemy down on the ground and then explode.

By the way, if you are tired of making a LV3 for goku just:
use normal kamahamaha as LV1 (the same as Gohan's)
chao kamahamaha as LV2
Genki Denmma as LV3 ( it should be LV3 since it is the strongest attack in dragen ball)

Suggestions for full-power mode: keep the aura on Goku's body at any time

Suggestions:
1,as shown in the picture attached, the size of Goku is much larger than vegeta, this is wierd, can you fix that?

2,if possible, can you make a LV3 for goku?

3,The genki denma ball should last longer while hitting the enemy

4,why don't you use gohan's chow kamahamaka? that is much cooler

Don't forget that Chou Kame is LV3 and it is vulnerable during the process.
It is definitely fair to cut 450 blood.

For a player, he should consider if it is worthwhile to use a LV3 attack instead of 3 LV1. Usually, it is difficult to save 3 energy points without using it. It will be extremely disappointing when you find your LV3 attack actually cut very little blood.
