creo que en chile el ingles deberia ser parte opcional de la prueba de seleccion universitaria, como lo son actualmente ciencia (con subgroupos enfocados en biologia/quimica/fisica) e historia
Eso es una muy buena idea, porque con esto se le daría el peso necesario al inglés, sobretodo en carreras que pueden ofrecerte ofertas laborales en el extranjero o que te requieren salir del país alguna vez, como la ingeniería. Aprender inglés en si no es difícil, pero requiere su práctica constante, lo cual me fijo mucho cuando tutoreo a niños en el tema que no parecen ponerle el entusiasmo requerido. A veces siento que solo miran el inglés y que sienten que no lo van a usar nunca :/

Y vaya que hace falta y es util que mal que en una escuela solo te enseñaran lo mas basico de lo basico pero nunca como hablarlo para eso le tienes que buscar por otros lados.
Lo bueno es que las universidades buenas aqui tienen un plan de inglés común, hasta tienen cursos básicos de éstos que son fácilmente convalidables para los que ya saben.... Aunque lo extraño es que al parecer cualquiera lo convalida, tengo colegas que aprobaron ese test de convalidación y no pueden decir una frase correcta, a veces les escucho decir "You are suck".
Hay muchos libros universitarios en inglés, puesto a que los mayores exponentes de esas ciencias como la ingeniería lo hacen para tener la mayor cantidad de parlantes que puedan aprender y aprovechar el conocimiento, si no sabes leer demostraciones matemáticas en inglés para el cuarto o quinto año estás frito...
Lo malo que pasó durante mi enseñanza básica y media <secundaria sobretodo> es que se le dió mas énfasis a la lectura y escritura que la pronunciación y el escuchar. Cosa que para el simce <prueba del gobierno de Chile que prueba la calidad de la educación> de ingles se notó. A mi también me afectó demasiado y todavía me cuesta interactuar con gente en skype que habla en ingles sin tener que preguntar "what did you say?"

1) What is the difference between "random < 100 * (AILevel**2 /64.0)" and "random < (100 * (AILevel**2 /64.0))"?
Nothing, MUGEN calculates first and then compares numbers due to its own PEMDAS rules. It just looks cleaner.
I can't really help with the second one because I don't understand what you said quite well.

You know, it actually would be a good use for the 3D gimmick, only they could give it a save system, seriously 99 levels.

Looking myself in the issue, I found out she uses custom AI walking state, but it's properly coded, so it's either something else broke, or it's the recovery state of the other char. Who made this Juggernaut present there?

So I went and looked and it is the AI Patch's fault, I'll explain the bug:
Toru after recovering gains control as the launcher tells her to regain control. As she does Juggy is still in an attacking state and Toru tries to guard. However, the guard state is changed in the following way:
Without the AI, the behaviour is normal, however, if the AI is active, she checks whether the opponent is on the ground or in the air, if it is in the air, she'll block high, if it's not, she'll block low. HOWEVER, given the binarity of this it overrides airbone status she had while falling, which causes her walking detection to trigger:
Since it checks whether she's not in the air, and she'll have falsely set the ground flag whilist in mid air, she'll walk in the air and even sink through the floor due to her y-velocity not being reset.
I'll notify the AI creator ASAP

I think pallete-swaps in general are just as bad.
MK Ninjas, Evil Ryu.
There's nothing really bad about palette-swaps, what's bad are the ones that add no variation nor something interesting to the table.
And to avoid couple of redundant posts later on: When an edit that tries to sound like it did change a few things ends up adding nothing new at all.
