Irfanview is a freeware which can turn videos into .BMP's and has a batch converter that can turn those .BMP's into almost any other format ( your goal is .PCX ). The batch converter has advanced options like color depth, you're gonna wanna set this particular option to 8-bit.

You're gonna have to clean manually each frames and redraw yourself all the parts that are hidden by the writings and lifebars.To be honest it's not worth it it's gonna look like shit.If it was possible to make a character out of a simple vide like that, a lot of people would have done it already. that's not the case. You can use them at best as a guideline for redrawing on the top of the image, but you will not get a decent char just with these images.

Not sure what you mean by combo... "to have a combo" doesn't mean anything. You want the images that's all I understand.I can tell you how to do it and you will do it. (I hope you were not expecting someone to do the whole job for you ? )Download this video in HD (if there isn't HD resolution... good luck)Once you have the video, you have the choice between several softwares that you will have to get to turn the video in a sequence of images. As 2OS said, you can try Infranview - VirtualdubMod - Vegas pro 9 - Animation shop 3 (need to be AVI format, so need a converter as well...)and that's it.
Take the image. Open it in the image editor of your choice and very slowly clean the background off. You can either select the character and copy him to another file, or take the pencil/eraser and erase it. You then need to go over, touch up and otherwise improve the sprites themselves because they'll look like crap and need to have their colour depth made sensible.After that you learn to code. Sprites are not the same thing as code.
