hmmmm. I might just leave the laugh as the taunt(up to the coder) and move onto dash float(choose between run or float)

The float could be an air dash unique for him or pseudo levitate such as Dhalsim's Yoga Float in SFV, although I'm not sure how that will fit in MK3 style.  Maybe a counter/parry style move but slowly approaching.

For running it's only fitting if Shinnok was jogging.

To tell the truth, the white brightening is way too spread in the sprite in here, making him look way too sprite. That and his sprite design looks a little unsaturated on the colors, but other than that, I really like it.
