Abilities: To have his shadow attack his foes. The shadows can also become sharp as a blade, being able to slice his opponent.
Story:
Riley was a super-powered serial killer that was famous for the slaughter of 16 men and women within Illinois, not including his own parents. What he didn't know was that his brother was a witness to said murder. So he (the brother) called the cops, and revealed Riley's location. So they pursued him.
While running from the cops, Riley decided to steal a car, and attempt to flee to Canada in hopes of waiting out the manhunt. It was mostly succesful, until he got into a wreck after crossing said border. (As to how, he killed some border patrol)
He woke up in a hospital near Ontario, where he was treated for a fractured skull. One would think he'd attempt to escape the hospital in a trail of blood and death, but for some reason, he didn't.

He had no desire to kill.

Instead, he felt a massive amount of sorrow for what he had done in the past. So he left the hospital a few weeks later to attempt to atone for the terrible sins he committed. (The hospital didn't know he was a serial killer for some reason.)
But when he went to a motel to catch some rest, he had nightmares. Nightmares that told him that the car crash injured his brain enough to where it separated his murderous intent from his good side. The evil side was characterized by an insane, bloodthirsty ring master. This was proven the next day when it tried to take over his consciousness.

So Riley has the difficult mission of atoning for his sins, and to suppress the insane side to him.

6-buttons
The standing and crouching strong attacks will have his shadow attack twice before he lands the final blow in the cycle.
(two fists come out to land two consecutive blows before he does, And the crouching variation does the same, but the final punch will launch. The standing kick works the same as the standing punch, but the crouching kick is a series of sweeps.)

QCF, P> Shadow Thrust: Riley sends out his shadow to shoulder charge the opponent. The stronger it is, the more hits it lands. EX version knocks down.
DP, P> Down To Earth: Riley grabs the opponent with his shadow, and pulls him down to the ground. Light punch-straight ahead. Medium punch-angled. Hard Punch-Straight up. EX version is angled, but has the opponent bounce for combo opportunities.
HCF, P> Don't Move...: Riley stuns the opponent with his shadow for a combo starter. The stronger it is, the more stun. This will be a bit difficult to code, as an infinite is possible if done wrong. Possibly no EX version.
QCB, K> Swing, Batter Batter!: Riley's shadow swings him around for a devastating kick to the head. The stronger it is, the farther it goes, but it gets more cooldown to avoid spamming. EX version hits several times.

Level 1>QCF, 2P> Broken Sorrow:
Your standard ranbu super. Riley charges at the opponent and delivers a series of blows before finishing with a shadow punch.
Level 1>HCF, 2P> Shadow Romp:
Riley's shadow attempts to trip the opponent. If successful, it then proceeds to throw him/her around before slamming the opponent into the ground.
Level 2>QCB, 2K> Not Now!:
Riley's split personality takes over. This is a super where the shadow gets to use cutting moves, but can't use special/EX moves or Supers. Lasts for a short while before Riley regains control.
MAX Super>QCF, QCB, 2P> LEMME AT 'IM, RILEY-BOY!:
Riley's split personality takes over, and attempts to stab the opponent in the midsection. If successful, then the shadow gets on the opposite side of the opponent, where both it and Riley unleash a series of devastating blows, followed by a final, extremely powerful slash.
