Wesker; as partial as I am to him for a villain, he's basically the use-or-gtfo meta character of Marvel. I won't call Wesker overpowered in the traditional sense, but essentially he's flawless in his match-ups and XF4 makes him even more so. Vergil is borderline, but hell I'd prefer him more.

Powered Ciel; similar reasons, except I like normal Ciel more and the rest applies to the Japanese merty bruddu~ scene. :V

Noob Saibot; looking back on MK11's competitive game, this is one guy that made me snore indefinitely. Granted, he's not nearly as good conventionally, but wow is that zoning of his dumb. He simply rapes melee-oriented characters like Lui Kang.

Phoenix; uguuu~. Even after the nerf she's very capable of being completely fucking stupid, as proven recently by Viscant. She'd be fine without the Dark gimmick and a health boost, but that's coming from my liking to the character. Damn did they screw her up good.

Hsu Hao; as if it weren't challenging enough to weed through the post-MK4 clusterfuck. This guy just stands out as plain bland, looks like a male stripper and provides little more than fodder in the story. No wonder he's so hated by the developers.

Skarlet; while I can appreciate her as a novelty (the MK2 Katana glitch), I'm not very fond of Skarlet since she's similarly bland like Hsu Hao, though not nearly as repugnant.

Yoda; immune to grabs, and is blessed with the balance inconsistencies of dwarf characters. It's a given, but still he's frustrating to fight against.

Chris; his presence by itself is grating. Gtfo with that Orochi plotline already.

Lars; MC2 summed him up, pretty much.

To me, the thing with fighting games is that if there's a character I hate, I can usually find someone to beat the shit out of them with.

So if I see a character I hate like Momoko, Bao, Ash Crimson, etc. it doesn't bother me that much because Terry Bogard is going to punch them in the face.

But... Chris is dead. And the Orochi plotline ended in KOF97. Even the Orochi stuff in the Ash games isn't even about Orochi; Saiki and friends are just trying to use it's power to go back in time.

Tira - God she sounds so annoying.
Dudley - Not a fan of his charecter.
Azazel - Not a fan of his fighting style. He seems more suited for MK than Tekken, but thats just me. Also he's my least fave boss charecter. Devil > Azazel.

Alisa BockWhatsherface- I just... don't like her. Pain in the rear kawaii desu-bot.

Wesker- UrbaneVirtuoso explained it for me.

Lens- Stop laughing and shrinking and LET ME FUCKIN' HIT YOU YOU'RE NOT FUN

Bao- I will personally run his head through an industrial meat-grinder just to shut him up.
