Does such a program exist?

I only know about the limited StageViewer... & launching mugen ten times for seeing the results of bg's mods is boring...

Nope, but you could try refreshing the stage in the fight using Shift+F4  ;) closing and opening mugen is not necesary.

I do this most of the time when trying to make bounds are in the right values. There's also a computation of it to get the right values of the bounds, but I don't apply it though.

This^. It can be annoying with editing and resaving the def but you'll get used to it.

this isn't a tool but it's better than eternal launchings ;)
