All right... I've successfully did a folder that will from this point on, hold future fighters. the link will be on the first post.

For a start, the folder contains the newest fighters to this project:
- Captain Commando by Beximus
- Jin Saotome by Beximus
- Blaziken by dshiznetz

oh man this is looking fantastic! Admittedly I wished Devilotte was MVC2 styled as means of an equal to Jin Satome, considering this is by far the best incarnation of her in mugen to date!

Fighter's updated. These updates can be found in the Folder link I provided on the first post.

Jubilee
- Fixed an issue where the Hyper BG remains when she connects with an airborne target or scores a KOs in the startup attack of her Go Time Hyper.

Devilotte
- Fixed an issue where she remains in a crouching state after her backwards recovery state and not be able to control her.

Ryan
- Reduced his AI's likelihood to launch his Hyper Lion Fist at a distance.

Talbain/Gallon
- Increased his Dragon Wrath end time to allow the target to hit the ground to avoid successful connect with a second on onwards depending how much Hyper Bars he has.

Blaziken/Bursyamo
- Widened his attack box and enemy's hit x-velocity during his Shin Sky Uppercut Hyper to allow him to successfully deal the desired damage.
- Fixed an small issue where his Fire Blast beam helper spawns a second guard spark when it's blocked.

Captain Commando
- Fixed a hitspark issue where hitsparks appear underneath him during his Captain Sword Hyper/X-Over.

Saki Omokane by Gladiacloud & Beximus
- She has NOT been updated at all because she has joined the roster!!!

Things been busy in life for me and of course other interests have been causing me to delay on progressing in this project. Anyway...

The game's been updated to 1.7 and included all fighters recently added into the game file itself.

What's been changed
- Removed the Dizzy System. Fighters will no longer be stunned if struck by heavy blows too many times.
- Changed velocity when fighters are KO'd.
- Updated a majority of the roster with fixes and stuff.
- Added Black Panther by Arkady
- Removed the "Win" Text that appears after KO.

Game updated 1.8
-Added Black Widow by Arkady, NIco and Hyper to the roster.

Edit: Error in my part. Forgot to update the select.def to add Black Widow. Apologies for that...

Finally found the fix to the issue regarding the victory screen quote text.

Replace the systemregular.def file with this: http://www.mediafire.com/file/slswnnvskrzzuiz/systemregular.def
It'll resort to using the text used on the victory screen on the default screenpack but I made sure it fits the box just right.

Also updated a majority of the roster with more fixes. Most of them have quotes altered and some have one or more quotes added.

it's nice to see you fix the font problem, i'm trying the full game again

You should try it in Full Power Mode. (Ctrl+Shift+F3 or Ctrl+Fn+Shift+F3 for some laptops). Some AI like my OC, Jones and Dragoon will become sort of relentless with their Lv 3s depending on the difficulty you set it to. Others like Bison, Blaziken, Black Widow and Jubilee are more relentless with combos.

yeah the main purpose of playing as a character made exclusively in the full game is to just play the full game, not have it being placed at the other screenpack because there's gonna be some issues about it

I said I tested both in the game out the game in my own and in fighter factory...so tested outside of the game was not the default go to. 

I tried black panther black widow and devilotte...played with the bgm in your game and all.  Because at first I thought the bgm was too loud and and drowning out your hit sounds but still no dice, but if it is working for everyone else..fair enough just letting you know the issues I had...in your game, not my own.

if you want to. once you download the game, you can add as many stages to it to your heart's content. Though I might plan a version 1.9 with extra stages with looped bgm in the future.
