A couple more nitpicks:
1. I'm not comfortable with the Dark Barrier being an HCF command, like in CVS, I prefer the QCF command used in KOF.
2. The Genocide Cutter finish to the MAX Omega Destruction now seems choppy and very KOF-esque.
3. I still am disappointed by the lack of any sort of AI, because Normal Rugal is essentially a sub-boss in the KOF series. I could slap one together if you're interested.
4. "God Rugal will have the wall bounce as it seems more fitting for him." Does this mean you plan on adding a God mode?

A couple more nitpicks:

That's what i was going for. To pay homage to such a great game series.

I have no clue on how to make an A.I. But if you want make one for rugal, be my guest. i will be sure to add you in credits of the readme.

The commands on all of his half-circle moves feel extremely tight after you corrected Beads Destructor to the point where it feels almost impossible to execute them, and the command file is kind of a mess to navigate through... Also, canceling HP to Reppuken doesn't combo when it should.

If you want i can make an easy CMD.
and the command file is kind of a mess to navigate through...
Its organized quite well. Its the EXPLODSIVE buffering system that makes it seem difficult to navigate through the CMD.
Also, canceling HP to Reppuken doesn't combo when it should.
It doesn't combo in CVS2.

I have no real issue with the command, it's just that the execution window is incredibly tight.

Keyboard, I admittedly can't play traditional fighters on controller lol. That's not a problem though, I can pull off half-circles on other characters without too much of an issue.

Does your keyboard allow more than three keys pressed at the same time?  Mine cannot, but I can pull them off decently enough.

A really interesting character.He doesn't have AI now, right?I'm not sure what intensity do you want him to reach...
And could you please tell me his cancel chain?Is it could only from low to high?I'm not good at speaking English,Ihope you understand what I mean......

In certain cases it can and can't, I dunno how that works... But the half-circles are definitely harder to pull off on this Rugal compared to most other characters in my mugen with half-circle moves.

Another small suggestion: At the end of Rugal Execution, you could put the animation of Rugal brushing off his suit as a nod/replacement for the hand-swing he did in 98UM?

nice! rugas was very much worked in mugen.....i think some chars need to be too to improve your gameplay.

It's most likely the EXPLODsive Buffering System as it is Different compared to mugens default command system.

I Forgot to put it in the readme as it is considered a Grab Super. Added info in the readme

I never thought about that. but yes. It shall be done. should he brush of his coat once or twice?

Just one question, will be a patch for did the special intro with Jmorph's Guile? Because it doesn't work for me.
